论基层警务管理模式的变革创新

【摘要】：当前,各级公安机关的警务管理仍然基本沿袭原有的模式,其发展总体上滞后于警务战略层面的改革进程。基层公安机关作为整个公安系统管理活动的基础环节,有机地吸收现代管理科学的思想、方法和技术手段,以实现警务管理模式的变革创新,是深化公安工作改革、建立现代警务机制的需要。
