中等职业警察学校办学模式与改革发展研究

【摘要】: 中等职业警察学校教育是我国警察教育事业的重要组成部分,其健康发展对于提升我国警察队伍整体素质和作战能力具有重大意义。但是随着中高等教育的深刻变革,国家对“学历”教育的重视,以及院校升格、撤销、合并的热潮涌来,使中等职业警察学校的生存与发展陷入困境。在这样的大环境下,按照国家中高等教育改革的方针政策要求,中等职业警察学校要全部改为警察职业教育培训基地,而不再面向社会招生。本人在分析我国国情和我国目前警察队伍现状的基础上,产生了这样的疑问:警察教育是否全部需要高学历教育取代?中等职业警察学校办学模式应朝着怎样的方向改进?假如要生存发展,其学校内部应进行怎样的调整和改革?带着这些疑问,笔者进行了大量的调查,并查阅了国内外相关文献资料,进行了较为深入细致的研究,得出如下结论:我国的国情和警察队伍整体素质的现状告诉我们,其他行业需要中等职业技术人才,公安、司法战线同样需体格强健,反映机敏,精力充沛,骁勇善战、雷厉风行的实战型人才。社会对人才的需求是多样化的,那么培养人才的摇篮——学校也应该是多样化的。中等职业学校的毕业生有着高等学府毕业生不可取代的特点。他的专业性、职业性、技能型也许更能满足目前我国公安、司法战线对于实战型人才的需求,因此,对我国中等职业警察学校的办学模式和发展途径应向着中等职业教育的路子去发展,突出“职业教育”的实用型、应用型特点。从而为我国警察教育的多样化,避免一刀切、绝对化的办学理念提供理论参考依据 本论文从五个方面阐述了我国中等职业警察学校教育应选择的办学模式和改革发展途径。第一部分绪论,介绍了本文研究的背景、研究意义和研究方法。第二部分总结了国内外警察职业教育几种主要的办学模式。第三部分分析了目前我国中等职业警察教育存在的问题。主要包括: 1、办学模式不够明确。2、管理体制不够合理。3、发展的战略地位和作用认识不到位。4、没有结合地区特点办出特色。5、办学经费落实情况不够到位。6、就业准入制度落实不力。7、在职民警培训规划不够统一。8、自身发展能力和适应能力不能满足新形势需要9、理论研究还不够深入,缺乏系统性。第四部分探讨了中等职业警察学校办学模式改革。论文的第五部分,提出了我国中等职业警察学校教育改革与发展的一些构思与建议,一是要提高认识,进一步确立中等职业警察学校教育的战略地位;二是要落实政策,依法治教,加大对中等职业警察学校教育的经费投入;三是要加快中等职业警察学校自身教育改革,提高教育教学质量,更好地适应社会需求,在这一部分中,笔者着重从专业设置、课程体系构建、教学训练计划的制定、教学内容更新、教学方法与手段创新、教材建设、师资队伍建设、考试制度改革等几方面加以论述;四是要争取政策支持,改善生源质量,加大就业扶持力度。
[Abstract]:Secondary vocational police school education is an important part of the police education in China. Its healthy development is of great significance to the promotion of the overall quality and operational ability of the police force in China. However, with the profound reform of the middle and higher education, the state has attached great importance to the education of "education" and the upsurge of the upgrading, revocation and merger of the colleges and universities. In such a big environment, according to the requirements of the policy and policy of the reform of higher education in the state, the secondary vocational police schools should be changed to the training base of the police vocational education, but not to the social enrolment. I am analyzing the situation of our country and the present situation of the police force in our country. On the basis of this, this question has come into question: does the police education all need to be replaced by the high degree education? In what direction should the school running mode of the secondary vocational police school be improved? If it is to survive and develop, how should it be adjusted and reformed inside the school? With these questions, I have carried out a large number of investigations and consulted the domestic and foreign phase. Close to the literature, we have carried out a more thorough and detailed study, and draw the following conclusions: the situation of our country and the status of the overall quality of the police force tell us that other industries need secondary vocational and technical personnel, public security and the judicial front also need physical strength, reflecting the smart, energetic, valiant and vigorous, practical and practical talents. The demand for talent is diversified, so the cradle of cultivating talents should also be diversified. The graduates of secondary vocational schools have the characteristics that the graduates of higher institutions can not replace. The mode and the way of development of the Secondary Vocational Police Schools in China should develop towards the secondary vocational education, and highlight the practical and application characteristics of the "Vocational Education", thus providing a theoretical reference for the diversification of the police education in China, and the avoidance of one size fits all and absolute school running ideas.
This paper expounds the mode of running school and the way of reform and development in China's Secondary Vocational Police School Education from five aspects. The first part is the introduction, introducing the background, significance and research methods of this study. The second part summarizes the main mode of running a school in the police vocational education at home and abroad. The third part analyses the present I The main problems of Secondary Vocational Police Education in China are as follows: 1, the mode of running a school is not clear.2, the management system is not reasonable.3, the strategic position and function of the development are not in place.4, the characteristic.5 is not set up with the characteristics of the region, the implementation of running funds is not enough to be in place.6, the system of employment admittance is not carried out.7, the training plan of the on-the-job police is not good. Enough unified.8, its own development ability and adaptability can not meet the needs of the new situation 9, the theoretical research is not deep enough and lack of systematicness. The fourth part discusses the reform of the school running mode of secondary vocational police. The fifth part of the paper puts forward some ideas and suggestions for the reform and development of Secondary Vocational Police Schools in China. To improve the understanding and further establish the strategic position of secondary vocational police school education; two is to implement the policy, to rule by law, to increase the investment in the secondary vocational police school education; three to speed up the education reform of the secondary vocational police schools, to improve the quality of education and teaching, to better adapt to the social needs, in this part, the pen. It is emphasized from the aspects of professional setting, curriculum system construction, teaching and training plan, teaching content renewal, teaching methods and means innovation, teaching material construction, teacher team construction, examination system reform and so on. Four, we should strive for policy support, improve the quality of students and increase the support for employment.
