农村群体性事件及其预警机制的构建

【摘要】：当前我国正处于由农业社会向工业社会甚至后工业社会、由传统社会向现代社会的社会转型时期,在此过程中,社会经济体制、政治管理体制、社会关系机制、思想文化与意识形态都面临着继承、完善与更新组合,从经济基础到上层建筑的巨大变革,必然引起各种矛盾的转化、激化乃至对抗。由利益分化、利益冲突和利益重组所引发的群体性事件尤其是农村群体性事件,就是社会转型时期各种矛盾冲突激化的具体体现,而其的不断发生及由此所造成的负面影响已成为影响社会稳定的突出问题。对此问题进行深入地研究,对于维护社会稳定,促进社会主义新农村建设及和谐社会构建具有十分重要的理论和实践意义。首先,论文从对社会转型的分析着手,研究社会转型的一般特征、内容以及对社会稳定产生的影响,为分析群体性事件及农村群体性事件预设大的社会环境。我国从1978年十一届三中全会后社会开始进入高速转型期,经济社会快速发展,社会阶层尤其是农村社会阶层发生剧烈分化,以农村群体性事件为代表的一些人民内部矛盾也逐渐凸显出来,社会稳定受到了极大威胁。党和政府适时提出了构建和谐社会、科学发展观等新的执政理念和治国方略,以减少人民内部的矛盾,实现社会平稳转型。其次,论文以分析群体性事件的内涵、分类为起点,研究农村群体性事件的内涵、特征及其对农村社会的积极和消极影响,以对农村群体性事件作初步的认识。然后,对群体性事件的理论基础进行具体分析,加深对农村群体性事件的认识。分别从群体行动以及社会冲突理论的两个角度来看待农村群体性事件,从群体行动理论来认识农村群体性事件的过程与进展的特点、规律;而社会冲突理论则为研究农村群体性事件的发生及发展提供一定的借鉴角度。然后,基于以上的理论铺垫,着重分析我国农村群体性事件的发生机理。当前,我国农村群体性事件的产生有多方面的原因,二元经济结构的长期存在,造成农村落后,农民贫困是我国农村群体性事件多发的经济原因;而农民利益表达途径的缺失,基层干部的寻租则是导致农村群体性事件发生的主要政治因素;农民的焦虑以至于整个农村社会的社会焦虑心理也不可避免地导致农村群体性事件不断上演。除此之外,农民文化素质的低下,农村家族势力的抬头也都是农村群体性事件发生的重要因素。最后基于对农村群体性事件原因的具体分析,论文提出了构建农村群体性事件的预警机制以减少农村群体性事件的发生。本着以人为本、正确处理人民内部矛盾、依法治理等原则来构建农村群体性事件的预警机制。从经济、政治、社会、组织、心理等各个方面构建包括情报收集、矛盾排查、心理支撑、社会保障体系在内的全方位网络化的预警机制,以最大限度地减少农村群体性事件的发生。
[Abstract]:At present, our country is in a period of transition from agricultural society to industrial society or even post-industrial society, from traditional society to modern society. In this process, social economic system, political management system, social relationship mechanism, The ideological culture and ideology are faced with inheritance, perfection and renewal of the combination, from the economic base to the superstructure of the tremendous changes, will inevitably lead to the transformation of various contradictions, intensification and even confrontation. The group events caused by interest differentiation, conflict of interest and recombination of interests, especially in rural areas, are the concrete embodiment of the intensification of various contradictions and conflicts in the period of social transformation. Its continuous occurrence and its negative effects have become a prominent problem affecting social stability. It is of great theoretical and practical significance to study this problem in depth to maintain social stability, promote the construction of new socialist countryside and build a harmonious society. First of all, the paper starts with the analysis of social transformation, studies the general characteristics, content and impact on social stability of social transformation, presupposes a large social environment for the analysis of group events and rural mass events. Since the third Plenary session of the Eleventh Central Committee in 1978, our society has entered a high-speed transition period, with the rapid economic and social development, the social class, especially the rural social stratum, has been sharply divided. Some contradictions among the people, represented by rural mass incidents, have been gradually highlighted, and social stability has been greatly threatened. The Party and the government have put forward some new governing ideas and strategies such as constructing a harmonious society and scientific development view in order to reduce the contradictions among the people and to realize the stable transformation of the society. Secondly, based on the analysis of the connotation and classification of group events, this paper studies the connotation, characteristics and positive and negative effects of group events in rural areas, in order to make a preliminary understanding of group events in rural areas. Then, the theoretical basis of group events is analyzed in order to deepen the understanding of group events in rural areas. From the two angles of group action and social conflict theory, this paper views the rural group events, and from the group action theory to understand the characteristics and rules of the process and progress of the rural group events. The theory of social conflict provides a certain reference for the study of the occurrence and development of rural group events. Then, based on the above theory, the mechanism of rural mass events in China is analyzed. At present, there are many reasons for the emergence of rural mass events in our country. The long-term existence of dual economic structure leads to the backwardness in rural areas, the poverty of peasants is the economic reason for the frequent occurrence of rural mass incidents, and the lack of ways to express the interests of farmers. The rent-seeking of the grassroots cadres is the main political factor that leads to the rural mass events, and the anxiety of the peasants even the social anxiety psychology of the whole rural society inevitably leads to the rural mass events unavoidably. In addition, the low cultural quality of farmers and the rise of rural family power are also important factors of rural mass events. Finally, based on the specific analysis of the causes of rural group events, the paper puts forward the establishment of early warning mechanism of rural group events to reduce the occurrence of rural group events. Based on the principles of people-oriented, dealing with contradictions among the people correctly and managing according to law, the early warning mechanism of rural mass incidents is constructed. From the economic, political, social, organizational, psychological and other aspects of the construction of a comprehensive network of early warning mechanisms, including intelligence gathering, conflict checking, psychological support, social security system, etc. In order to minimize the occurrence of rural mass incidents.
