【摘要】：我国在2004年5月1日开始实施的《中华人民共和国道路交通安全法》确立了道路交通安全管理和安全宣传教育走社会化之路的思路,规定对机动车的驾驶培训、机动车安全技术检验实行社会化。在立法和相关规定上是一次重大的改革和创新的思路,也对道路交通管理工作提出了新的目标和要求。社会的快速发展和不断进步,使交通安全管理社会化成为一种必然的发展趋势,同时,对高速公路道路交通的管理提出了新的要求。交通安全管理社会化单靠自身单位或个人的努力难以完成任务,需要政府对高速公路交通安全管理工作转变为一种政府来引导社会各中力量提高管理的绩效水平。本文从选题的背景出发,以湖南省高速公路交通安全社会化管理为目标,以常张、潭耒高速公路为研究范本,对高速公路交通安全社会化管理的内涵、社会化管理的相关理论以及必要性与意义作了一般分析,探讨了湖南省高速公路社会化管理面临的现状以及面临的问题和成因,提出了加强湖南省高速公路社会化管理的相关对策。认为要一方面加强政府统一领导,建立全社会共同开展交通安全管理的格局；另一方面加强群众参与监督,争取社会广泛支持,充分借助社会资源共同参与,齐抓共管,实现真正意义上的交通安全管理。
[Abstract]:The Road Traffic Safety Law of the people's Republic of China, which was put into effect on May 1, 2004, establishes the idea of socializing road traffic safety management and safety propaganda and education, and prescribes the training of motor vehicles in driving. The technical inspection of motor vehicle safety shall be socialized. It is an important reform and innovation in legislation and related regulations, and puts forward new goals and requirements for road traffic management. With the rapid development and continuous progress of the society, the socialization of traffic safety management has become an inevitable development trend. At the same time, new requirements have been put forward for highway traffic management. The socialization of traffic safety management is difficult to complete by the efforts of its own units or individuals. It is necessary for the government to turn the traffic safety management of expressway into a kind of government to guide the various social forces to improve the performance level of the management. Based on the background of the topic, this paper aims at the socialization management of highway traffic safety in Hunan Province, takes Chang-Zhang and Lei Expressway as the research model, and discusses the connotation of the socialized management of expressway traffic safety. The related theories, necessity and significance of socialized management are analyzed, and the present situation, problems and causes of socialized management of highway in Hunan Province are discussed. This paper puts forward some countermeasures to strengthen the socialized management of highway in Hunan Province. On the one hand, we should strengthen the unified leadership of the government and establish a pattern in which the whole society can jointly carry out traffic safety management.
