【摘要】：保安服务业在我国是具有广泛社会需求和较大发展潜力的新兴特殊行业。但其发展却带有浓厚的计划经济色彩,传统封闭的经营管理体制已经不适应形势发展的需要,制约了行业的发展。随着我国加入WTO和市场经济的深入,我国的保安服务业即将全面放开,由公安机关垄断经营的体制将被打破。目前,中国政府正在准备立法,并对其进行全面改革,我国保安服务业将迎来重要的发展机遇期。面对新形势,沈阳市保安服务业机遇与挑战并存,困难与希望同在。制定科学、系统的行业发展战略,改革现有行政管理体制,建立面对市场的企业经营管理体制,采用商业运行机制,理顺与公安部门的关系,营造良好的社会经营环境,全面提升发展速度与竞争优势,实现保安服务业的市场化、产业化和职业化,是面临的现实而紧迫的问题。本文在对国内外保安服务文献查询、调研的基础上,运用战略管理理论和工具,结合沈阳市保安服务业的实际,对其进行系统的发展战略研究。希望对沈阳市保安服务业的发展起到一定的参考和帮助作用,同时也希望对国内其他城市保安服务业的发展起到一定的启发和借鉴作用。论文首先对保安服务业的相关文献进行综述,对战略管理理论进行概述；对国内外保安服务业的产生与发展进行概述,并对几家世界著名的跨国保安公司进行介绍。其次,对沈阳市保安服务业的发展状况进行分析,回顾和总结了其发展历程,对其发展现状进行综合分析。再次,对沈阳市保安服务业进行SWOT分析,明确了其外部机遇与威胁、内部优势与劣势。在此基础上,提出了沈阳市保安服务业未来五年的发展战略。最后,提出了发展战略实施的有关措施。本文抛砖引玉,尝试对国内研究刚刚起步的保安服务业发展战略进行一些思考和探索。
[Abstract]:Security service industry is a new and special industry with wide social demand and great development potential in China. However, its development has a strong color of planned economy, the traditional closed management system has been unable to meet the needs of the development of the situation, restricting the development of the industry. With China's entry into WTO and the deepening of market economy, China's security service industry will soon be fully liberalized, and the system of monopoly management by public security organs will be broken. At present, the Chinese government is preparing to legislate and carry on the comprehensive reform, the security service industry of our country will usher in the important development opportunity period. Facing the new situation, the Shenyang security service industry has the opportunity and the challenge, the difficulty and the hope coexist. To formulate a scientific and systematic strategy for the development of the industry, to reform the existing administrative management system, to establish an enterprise management and management system facing the market, to adopt a commercial operation mechanism, to straighten out the relationship with the public security department, and to create a good social business environment, It is a realistic and urgent problem to promote the development speed and competitive advantage, realize the marketization, industrialization and professionalization of the security service industry. Based on the theory and tools of strategic management and the reality of security service industry in Shenyang, this paper makes a systematic research on its development strategy. I hope it will play a certain reference and help role in the development of security service industry in Shenyang. At the same time, it also hopes to give some inspiration and reference to the development of security service industry in other cities in China. Firstly, this paper summarizes the relevant documents of security service industry, and summarizes the strategic management theory. The emergence and development of security service industry at home and abroad are summarized, and several world famous multinational security companies are introduced. Secondly, this paper analyzes the development of Shenyang security service industry, reviews and summarizes its development process, and comprehensively analyzes its development status. Thirdly, the SWOT analysis of Shenyang security service industry is carried out, and the external opportunities and threats, internal advantages and disadvantages are defined. On this basis, the development strategy of Shenyang security service industry in the next five years is put forward. Finally, the author puts forward the relevant measures for the implementation of the development strategy. This paper tries to give some thought and exploration to the development strategy of the security service industry, which has just started the domestic research.
