论公安机关在处置群体性事件中存在的问题及其对策

【摘要】：群体性事件是社会矛盾在特定社会阶段的表现形式,是历史发展、社会转型过程中社会矛盾冲突的必然产物,其突发性强,涉及面广,行为激烈,危害严重,有的甚至危及国家政局的稳定。新时期如何妥善处置群体事件已成为公安机关面临的重大课题。本文在对公安机关处置群体性事件的研究中,主要包括以下内容:绪论主要介绍本文的研究现状、研究意义、国内外对此问题的研究现状及评述,本文的研究思路和研究方法;第一章从公安机关群体性事件处置的现状、法定原则和方法、国外群体性事件处置的方法及借鉴等方面,对公安机关群体性事件的处置进行概述;第二章认为公安机关在预警信息、矛盾化解、现场处置、舆论引导等方面存在各种问题;第三章分析事件处置不当的外部因素,包括法律制度不完善、“三个慎用”难把握、社会综治成虚设、事件突发处置难;处置不当的内部因素包括,情报工作不扎实、矛盾化解不到位、驾控能力有缺憾、公关工作待提高;第四章从事前充分准备、提高应对能力、事中合理处置、事后及时跟进、全程舆论引导等方面对群体性事件的处置对策进行完善;在结语部分对本文进行了总结。
[Abstract]:Group events are the manifestation of social contradictions in a specific social stage, and the inevitable outcome of social contradictions and conflicts in the process of historical development and social transformation. Some even endanger the country's political stability. In the new period, how to deal with group events properly has become an important subject for public security organs. This paper mainly includes the following contents in the research of dealing with group incidents by public security organs: the introduction mainly introduces the present research situation, the research significance, the domestic and foreign research status and comments on this question, the research thought and the research method of this paper; The first chapter summarizes the disposal of group incidents in public security organs from the aspects of the present situation, the legal principles and methods, the methods of dealing with group incidents in foreign countries and other aspects. The second chapter thinks that the public security organs have various problems in the aspects of early warning information, conflict resolution, scene disposal, public opinion guidance, etc. Chapter III analyzes the external factors of improper handling of incidents, including the imperfect legal system, the "three cautious use", which are difficult to grasp. The internal factors of improper handling include that the intelligence work is not solid, the contradictions are not resolved in place, the driving and control ability is deficient, and the public relations work needs to be improved. Chapter IV is fully prepared before engaging in the work. Improve the ability to deal with the matter in a reasonable manner, timely follow-up afterwards, the whole process of public opinion guidance to improve the handling of mass incidents; in the conclusion part of the summary of this article.
