快速转型期群体性冲突及其调节机制研究

【摘要】:在1978年实施改革开放以后,我国进行相关的变革已经持续40多年。我国从计划经济体制向市场经济体制装轨,从传统农业社会想现代工业社会、从伦理型社会向法理型社会、从同质单一社会向异质多元社会发展。如何处理好群体性冲突事件将直接关系到政府在公民心中的权威地位和良好形象,直接影响着中国政治经济的稳定和发展,进而关系到国家的长治久安。因此,探讨社会转型期中群体性冲突的原委、特征,寻找一个解决方略就显得尤为重要。 论文则主要是采取文献综述法,以一些具有典型性的案例,以定性与数据分析相结合的方法,,来探讨我国转型期的特征,深入分析在转型中我国所发生的群体性冲突事件的现状、特征、发生原委与动向,以此来研究出一套解决该类事件的协调性机制,以此保障经济社会的平稳发展,为国家的繁荣昌盛提供保障。论文主要界定了快速转型期与群体性冲突的基本内涵,分析快速转型期群体冲突的表现形式、影响、现实意义以及其整体性的构成要素,从群体性事件发生的数量、参与人员构成、参与人员权利与义务来阐述快速转型期群体性冲突现状,通过典型案例分析总结出快速转型期群体性事件冲突的特点。在此基础上,从政治根源、经济根源、文化根源、以及法制根源四个层面深入探讨快速转型期群体性冲突的主要原因。建立健全化解群体性冲突的预警防范机制、建立健全化解群体性冲突的紧急应对机制、建立健全化解群体性冲突的信息公开机制。 群体性社会冲突的处置,是对各级领导执政能力和水平的考验。处置的好,将推动工作开展,促进社会公平正义;处置不好,将激化矛盾,扩大事态,影响党和政府在群众中的威信,影响我国经济社会的发展和和谐社会的建立。论文尽管在从政治根源、经济根源、文化根源、以及法制根源分析冲突原因,构建五位一体的协调机制具有创新性,但是还是缺少对一些问题的深入研究,例如转型期群体性冲突的民族冲突、宗教冲突问题,同时还缺乏对于区域之间合作相关机制的研究分析等。
[Abstract]:After the implementation of reform and opening up in 1978, China has been carrying out related reforms for more than 40 years. From planned economy system to market economy system, from traditional agricultural society to modern industrial society, from ethical society to legal society, from homogenous single society to heterogeneous and pluralistic society. How to deal with group conflicts will directly affect the government's authoritative position and good image in the hearts of citizens, directly affect the stability and development of Chinese political economy, and then affect the long-term stability and stability of the country. Therefore, it is very important to probe into the origin and characteristics of group conflict in the social transition period and to find a solution. The paper mainly adopts the literature review method, with some typical cases, with the method of qualitative analysis and data analysis, to explore the characteristics of the transition period in China. This paper deeply analyzes the present situation, characteristics, origin and trend of the group conflict events in China in the course of transition, so as to study a set of coordination mechanism to solve this kind of incidents, so as to ensure the steady development of the economy and society. To provide a guarantee for the prosperity of the country. The paper mainly defines the basic connotation of the rapid transition period and group conflict, analyzes the expression form, influence, realistic significance and integral elements of the group conflict in the fast transition period, and analyzes the number of group events. The composition of the participants, the rights and obligations of the participants to explain the current situation of group conflict in the rapid transition period, through the typical case analysis to sum up the characteristics of the conflict of group events in the rapid transition period. On this basis, the main causes of group conflict in the rapid transition period are discussed from four aspects: political, economic, cultural and legal. Establish and perfect the early warning and prevention mechanism of resolving group conflict, establish and perfect emergency response mechanism to resolve group conflict, establish and perfect information publicity mechanism to resolve group conflict. The management of group social conflict is the test of leadership ability and level at all levels. A good handling will promote the work and promote social fairness and justice; if not, it will intensify the contradictions, expand the state of affairs, affect the prestige of the party and government among the masses, and affect the economic and social development of our country and the establishment of a harmonious society. Although it is innovative to analyze the causes of conflict from the political, economic, cultural and legal sources, and to construct a five-in-one coordination mechanism, there is still a lack of in-depth research on some issues. For example, ethnic conflicts, religious conflicts in the transition period, and lack of research and analysis on the relevant mechanisms of inter-regional cooperation and so on.
