刑事案件管理中刑警资源的优化配置

【摘要】：刑警资源严重不足已成为各地公安机关面临的共同难题,旧有的刑警资源配置模式远远不能适应新形势的需要。刑警资源不足是公安改革中各种矛盾的集中反映,大幅度增加警力和资金投入,不能从根本上解决问题。利用管理学和系统论的分析方法,探讨在刑警资源优化配置中带有长远性、普遍性和发展性的问题,方能走出一条低成本的素质建警之路。
[Abstract]:The serious shortage of criminal police resources has become a common problem faced by local public security organs, and the old allocation mode of criminal police resources is far from meeting the needs of the new situation. The shortage of criminal police resources is the concentrated reflection of all kinds of contradictions in the reform of public security. Increasing the police force and the investment of funds by a large margin cannot solve the problem fundamentally. By using the analytical methods of management and system theory, this paper discusses the problems of long distance, universality and development in the optimal allocation of criminal police resources, so that we can find a way to build up the police with low quality and low cost.
