【摘要】：大港油田这个特大型国有企业加快体制改革，积极融入国际经济市场，大港油田将融入全国和世界经济体系，可以直接参与更大范围的经济竞争，这将会给企业带来新的气象。同时，也给公安工作带来新的机遇和挑战。社会转型期的缩短将推动企业公安机关由内向外自身改革的进程，同时也给公安机关带来巨大的挑战和压力。在新的经济形势下，油田社会治安将有所波动，犯罪活动将在特定的时期内有所增加，公安保卫任务将会更加繁重。与之紧密相连，企业公安队伍建设，也正面临着新的机遇和严峻挑战。深入思考和研究新形势下公安队伍建设面临的种种机遇和挑战，以及工作现状和对策思路，是摆在我们面前的一个十分重大而紧迫的课题。针对新形势下油田公安队伍管理工作的现状，本文运用管理学、绩效管理理论的基本思想和观念，，采用实证分析的方法，在分析南部公安处干警队伍管理现状的基础上，提出公安队伍建设的对策思路，探讨思想政治工作与干警文化建设问题。论文集中研究南部公安处干警队伍的管理机制问题，并指出其切入点是建立一个有效的考核激励体系。论文结合南部公安处的实际情况，研究提出建立考核激励体系应抓好的三个环节和若干问题，在此基础上研究构建南部公安处干警业绩考核体系。
[Abstract]:Dagang Oilfield, a super large state-owned enterprise, will speed up the system reform and actively integrate into the international economic market. Dagang Oilfield will be integrated into the national and world economic systems, and can directly participate in a wider economic competition, which will bring a new atmosphere to the enterprises. At the same time, it also brings new opportunities and challenges to public security work. The shortening of the social transition period will promote the reform process of the public security organs in enterprises from inside to outside, at the same time, it will bring great challenges and pressures to the public security organs. Under the new economic situation, the public order in oil fields will fluctuate, the criminal activities will increase in a certain period, and the task of public security will be more arduous. Closely linked with it, the construction of enterprise public security team is also facing new opportunities and severe challenges. It is a very important and urgent task for us to think deeply and study all kinds of opportunities and challenges faced by the construction of the public security contingent under the new situation, as well as the present situation of the work and the countermeasures. In view of the present situation of the management of the public security team in the oil field under the new situation, this paper applies the basic ideas and concepts of management and performance management theory, and adopts the method of empirical analysis, on the basis of analyzing the present situation of the management of the police force in the southern public security office. This paper puts forward the countermeasures of the construction of the public security contingent and probes into the problems of ideological and political work and the cultural construction of the policemen. This paper focuses on the management mechanism of the police force in the South Public Security Office, and points out that the starting point is to establish an effective examination and incentive system. According to the actual situation of the Southern Public Security Office, the paper puts forward three links and some problems that should be done well in the establishment of the examination incentive system, on the basis of which, the paper studies and constructs the performance appraisal system of the South Public Security Bureau.
