【摘要】：当前，我国既处于“黄金发展期”，又处于“矛盾凸显期”。随着经济体制的深刻变革、社会结构的深刻变动、利益格局的深刻调整、思想观念的深刻变化,社会利益主体日益多元化，，一些长期积存的深层次矛盾由于没有得到及时解决而集中释放，新的社会矛盾和问题不断涌现，受侵害利益群体的不满情绪缺乏有效的宣泄渠道，发生群体性事件的数量及规模均呈上升趋势，已经成为影响国家稳定大局和社会和谐的突出问题。如何积极预防和妥善处置群体性事件，维护群众利益和社会稳定成为转型期地方政府治理的必然要求。相对于安徽池州事件、浙江瑞安事件、重庆万州事件、四川广安事件等，贵州“瓮安事件”无论是参与的人数、持续的时间、冲突剧烈的程度、造成的影响，都被视为近年来我国群体性事件的“标本性事件”。本文通过对这一典型事件的研究，以期以小见大，由个别到一般，从中挖掘出治理群体性事件的一般规律。本文共分七个部分。第一章为绪论。主要介绍研究背景和意义、国内外研究现状、研究思路方法。第二章为论文基本概念的界定及其理论基础。包括群体性事件的含义、特征、产生原因、社会影响以及社会冲突理论、社会燃烧理论、羊群效应理论、政治参与理论等。第三章贵州“瓮安事件”的案例描述。包括发生的背景、发生过程和处置过程。第四章贵州“瓮安事件”的治理分析。在进行“瓮安事件”诱因分析、治理问题分析的基础上，提出了应对策略，包括完善群体性事件治理的防范机制、处置机制和善后机制等。第五章贵州“瓮安事件”的政府危机传播分析。包括问题分析及建立地方政府危机传播的沟通机制。第六章“瓮安事件”的借鉴与启示。提出了地方政府治理群体性事件的线路图。第七章结论。为本文的基本结论，同时作者也希望通过此文，能对地方政府应对和处置群体性事件提供参考。
[Abstract]:At present, our country is not only in the golden period of development, but also in the period of contradiction. With the profound changes in the economic system, the profound changes in the social structure, the profound adjustment of the pattern of interests, and the profound changes in the ideology and concepts, the subjects of social interests have become increasingly diversified. Some deep-seated conflicts that have been accumulated for a long time have been released centrally because they have not been resolved in a timely manner. New social contradictions and problems are constantly emerging, and the dissatisfaction of the aggrieved interest groups lacks an effective channel to vent them. The number and scale of mass events are on the rise, which has become a prominent problem affecting the overall situation of national stability and social harmony. How to actively prevent and properly deal with mass incidents and maintain the interests of the masses and social stability has become an inevitable requirement of local government governance in the transitional period. Compared with the Chizhou incident in Anhui, the Ryan incident in Zhejiang Province, the Wanzhou incident in Chongqing, the Guang'an incident in Sichuan Province, and so on, the number of people involved in the Weng'an incident in Guizhou, the duration of the incident, the extent of the conflict, and the impact caused by the incident, Both are regarded as "specimen events" of group events in China in recent years. Through the study of this typical event, this paper hopes to find out the general law of managing group events from individual to general through a small part. This paper is divided into seven parts. The first chapter is the introduction. This paper mainly introduces the research background and significance, domestic and foreign research status, research ideas and methods. The second chapter is the definition of the basic concept and its theoretical basis. Including the meaning, characteristics, causes, social impact and social conflict theory, social combustion theory, herding theory, political participation theory and so on. The third chapter describes the case of Weng'an incident in Guizhou. Including the background of occurrence, occurrence process and disposal process. The fourth chapter analyzes the governance of Weng'an incident in Guizhou. On the basis of the analysis of the inducement and the management problems of Weng'an incident, this paper puts forward some countermeasures, including perfecting the prevention mechanism, the disposal mechanism and the aftercare mechanism of the group incident. The fifth chapter analyzes the government crisis communication of Weng'an incident in Guizhou. Including problem analysis and the establishment of local government crisis communication mechanism. Chapter six: the reference and inspiration of Weng'an incident. The road map of local government to manage group events is put forward. Chapter VII conclusion. For the basic conclusion of this paper, the author also hopes that this paper can provide reference for local government to deal with group incidents.
