新时期我国警察形象定位研究

【摘要】: 警察形象是人们在一定条件下对警察由其内在特点所决定的外在表现的总体评价和印象,对形象的追求和塑造已成为维系警察个体和公安机关生存、发展的一种基本目标和手段,而进行警察形象塑造的前提和基础则是形象的定位。 中国警察形象研究起步较晚,没有成熟的理论可供借签。长期以来,警察形象的定位比较混乱,定位思路上也存在着偏差。本文以公共管理学为视角,试图将定位理论运用到警察形象塑造中去,在政府职能转变大背景下,从公众(顾客)的角度来定位警察形象,进而为新时期警察形象的建设提供理念上的指导。 本文共分为六部分。第一部分引言主要阐述了进行警察形象研究的基本动因,对目前中国警察形象研究的现状和成果进行了梳理,明确了进行警察形象研究的重要性、紧迫性以及努力方向等。第二部分从定位理论入手,探讨了警察形象定位的内涵,为警察形象定位奠定了理论基础。第三部分对警察所处的社会环境和组织环境进行了分析,揭示了影响形象的诸多因素,为形象定位提供了依据。第四部分通过对警察自身的审视,挖掘出了警察形象中固有的闪光因素。第五部分对警察组织理念、职能、警务模式等方面的变革进行了论述,从组织发展战略的角度指出了新时期进行警察形象定位的现实需要。第六部分对传统形象定位的不足进行了分析,着重解决了进行警察形象定位要处理好的三个方面关系,进而提出了“公众亲、罪犯怕”的整体定位设想。
[Abstract]:The police image is the overall evaluation and impression of the external performance of the police decided by its inherent characteristics under certain conditions. The pursuit and shaping of the image has become the maintenance of the survival of the individual police and the public security organs. A basic goal and means of development, and the premise and foundation of shaping the image of the police is the positioning of the image. China's police image research started late, there is no mature theory to borrow. For a long time, the positioning of the police image is confused, and there is a deviation in the orientation thinking. From the perspective of public management, this paper attempts to apply the positioning theory to the shaping of the police image, in the context of the transformation of government functions, from the perspective of the public (customer) to locate the police image. And then for the new period of police image construction to provide the idea of guidance. This paper is divided into six parts. The first part of the introduction mainly describes the basic reasons for the study of the police image, the current situation and achievements of the study of police image in China are combed, clear the importance, urgency and direction of the study of police image. In the second part, the connotation of police image positioning is discussed, which lays a theoretical foundation for police image positioning. The third part analyzes the social and organizational environment of the police, reveals many factors that affect the image, and provides the basis for the image positioning. The fourth part excavates the inherent flash factor in the police image by examining the police itself. The fifth part discusses the reform of the concept, function and mode of police organization, and points out the realistic need of positioning the police image in the new period from the perspective of organizational development strategy. The sixth part analyzes the shortcomings of the traditional image positioning, focuses on solving the three aspects of the police image positioning to deal with the relationship, and then puts forward the overall positioning assumption of "public relatives, criminals fear".
