试论新时期公安院校的职业道德教育

【摘要】:当前公安院校的职业道德教育中面临着许多新的问题:部分公安院校在指导思想上存在偏差,职业道德教育未被放在应有的位置加以重视;职业道德教育的内容简单化,一些公安院校的德育工作者把职业道德内容简单的理解为公安部颁布的《人民警察职业道德规范》所规定的八项内容;职业道德教育的方式、方法单一化;职业道德教育环境的封闭化。原因是多方面的,既有学校领导思想上不够重视,行动上不够支持的原因;也有学校德育工作者主观上消极对待,教学方法落后等因素;还有就是公安院校学生受各种消极因素的影响,从而导致职业道德教育实效性差。而在新时期复杂严峻的国际形势、改革开放和经济建设以及目前人民警察队伍的现状都迫切要求公安院校加强职业道德教育。此外,公安院校自身的特性、公安教育自身的特征也要求必须加强学生的职业道德教育,公安院校职业道德教育可以使公安院校的学生及早实现角色转换,树立警察意识;可以使公安院校的学生更好地适应公安工作发展的需要,履行好自己的职责;可以使公安院校的学生明确人民警察基本的行为善恶标准,正确地进行行为选择。况且在新时期党中央和国务院提出了建设社会主义和谐社会的任务,,因此,公安院校必须围绕和谐理念加强职业道德教育,在职业道德教育中以“三个代表”重要思想为指导,加强社会主义和谐社会理念的教育,特别是教育学生在执法实践中必须围绕构建和谐对公安工作的新要求进行,以适应当前社会发展的需求。这些新要求是:“以人为本”、“依法行政”、“公平与效率的统一”、“秩序与自由的统一”等等。同时,公安院校在加强警察职业道德教育在内容上必须树立几个科学的观念:正确的生死观、正确的义利观、正确的荣辱观以及正确的价值观等,特别是要求学生充分理解新时期以“八荣八耻”为主要内容的社会主义荣辱观,使他们成为社会主义荣辱观的模范实践者和积极推动者。此外,针对当前职业道德教育实效性差的问题,公安院校必须结合公安工作和公安院校大学生的特点,采取多种方法和途径进行:把职业道德教育作为新生入学教育的重点,踏入警校,穿上警装,就意味承担起党和人民赋予我们公安干警执行专政任务的神圣职责和使命,这是我们对学生进行职业道德教育的最好时机;在教学方法上结合警察职业特点突出采取案例教学法;根据学生不同的学年阶段特点进行有重点的职业道德教育;将职业道德教育寓于公安院校的日常管理中以及将职业道德教育融入到校园文化建设和社会实践活动中,以提高公安院校职业道德教育的针对性和实效性。
[Abstract]:At present, there are many new problems in the professional ethics education of public security colleges and universities: some public security colleges and universities have deviations in their guiding ideology, and the professional ethics education has not been attached importance to; The content of professional ethics education is simplified, some moral education workers in public security colleges and universities simply understand the content of professional ethics as the eight contents stipulated in "people's Police Professional Ethics Standard" promulgated by the Ministry of Public Security; The way and method of professional ethics education is single and the environment of professional ethics education is closed. There are many reasons, such as the school leaders do not pay enough attention to the thought, the action is not enough support, the school moral education workers have the subjective negative treatment, the teaching method is backward and so on. There is also the public security college students affected by various negative factors, resulting in poor effectiveness of professional ethics education. In the new era, the complex and severe international situation, the reform, opening up and economic construction, and the present situation of the people's police force urgently require public security colleges and universities to strengthen professional ethics education. In addition, the characteristics of public security colleges and universities and the characteristics of public security education also require strengthening students' professional ethics education, which can make the students of public security colleges realize the change of role as soon as possible and set up the police consciousness. It can make the students of public security colleges better adapt to the needs of the development of public security work and fulfill their own duties, and can make the students of public security colleges clear the basic standards of good and evil behavior of the people's police, and make the behavior choices correctly. Moreover, in the new period, the CPC Central Committee and the State Council have put forward the task of building a harmonious socialist society. Therefore, public security colleges and universities must strengthen the education of professional ethics around the concept of harmony and be guided by the important thought of "three represents" in the education of professional ethics. In order to meet the needs of the current social development, it is necessary to strengthen the education of the concept of socialist harmonious society, especially to educate the students in the practice of law enforcement, which must revolve around the new requirements of constructing harmony to the public security work. These new requirements are: "people-oriented", "administration according to law", "the unity of fairness and efficiency", "unity of order and freedom" and so on. At the same time, in strengthening police professional ethics education, public security colleges and universities must set up several scientific concepts: correct outlook on life and death, correct view of righteousness and profit, correct view of honor and disgrace, and correct values, etc. In particular, students are required to fully understand the socialist concept of honor and disgrace with "eight honors and eight disgraces" as the main content in the new period, so that they can become the model practitioners and active promoters of the socialist concept of honor and disgrace. In addition, in view of the problem of poor effectiveness of professional ethics education at present, public security colleges and universities must take various methods and approaches to combine the characteristics of public security work and students in public security colleges and universities: regarding professional ethics education as the key point of freshmen's entrance education, Stepping into a police academy and putting on a police suit means taking on the sacred duties and missions entrusted by the Party and the people to our police officers to carry out the tasks of dictatorship, which is the best time for us to carry out the professional ethics education for our students; In combination with the professional characteristics of the police, the case teaching method should be adopted in teaching methods, and the key professional ethics education should be carried out according to the characteristics of the students in different school years. In order to improve the pertinence and effectiveness of professional ethics education in public security colleges and universities, the professional ethics education should be integrated into the campus culture construction and social practice activities in order to improve the pertinence and effectiveness of the professional ethics education in public security colleges and universities.
