基于平衡计分卡的基层公安管理绩效评估指标体系构建

【摘要】: 绩效评估作为一个有效的管理工具,受到公共部门的广泛关注,公安机关的绩效评估是改革基层公安管理,改善公安工作绩效的重要手段,也是基层公安管理工作中热点和难点。一个科学的基层公安管理绩效评估指标的构建不仅是进行绩效评估的基础,而且对于明确公安机关的使命和战略、推动公安工作创新具有重要意义,如何构建一个全面、合理、科学的基层公安管理绩效评估指标体系是当前基层公安管理绩效评估所面临的重要问题,本文将借助平衡计分卡这一理论工具来构建基层公安管理绩效评估指标体系。 第一章首先阐明了选题来源,介绍了本文的选题背景、选题意义,在分析国内外研究现状的基础上,提出了全文的研究方法、思路以及研究框架,并总结出本文的创新点。第二章,在介绍目前基层公安管理绩效评估指标体系的基本情况的基础上,指出指标体系存在的主要问题,分析导致问题出现的原因。第三章阐明运用平衡计分卡构建基层公安管理绩效评估指标体系的科学性。在介绍平衡计分卡理论的核心内容的基础上指出平衡计分卡理论引入基层公安管理绩效评估指标体系的必要性和可行性,并探讨平衡计分卡理论引入基层公安管理绩效评估指标体系过程中应进行的修正。第四章明确基层公安管理绩效评估指标体系设计的基本原则以及思路,从基层公安管理业绩、成本、内部流程、学习与成长指标四个维度进行指标内容的设计,并科学设置各指标的权重。第五章是实证分析,对X公安分局的职能进行界定并分析其原有绩效评估指标体系中存在的问题,在此基础上构建一个基于平衡计分卡的X公安分局绩效评估指标体系,对X公安分局基于平衡计分卡的绩效评估指标体系的应用效果进行分析,指出平衡计分卡在X公安分局绩效评估指标体系应用中的障碍,并探讨解决对策。 本文主要的创新点在于以下几个方面:将平衡计分卡应用于基层公安管理绩效评估,为公安管理绩效评估提供新的方法,并对平衡计分卡运用于基层公安管理绩效评估的科学性、可行性作系统深入的分析。根据平衡计分卡的精髓从业绩、成本、内部流程、学习与成长四个维度构建基层公安管理绩效评估指标体系。对平衡计分卡在X公安分局绩效评估中的运用进行实证研究。
[Abstract]:As an effective management tool, the performance evaluation of public security organs is widely concerned by the public sector. The performance evaluation of public security organs is an important means to reform the management of public security at the grass-roots level and improve the performance of public security work. It is also a hot and difficult point in the public security management work at the grass-roots level. The construction of a scientific performance evaluation index of public security management at the grass-roots level is not only the basis of performance evaluation, but also has important significance for clarifying the mission and strategy of public security organs and promoting the innovation of public security work. The scientific evaluation index system of public security management performance is an important problem in the current performance evaluation of public security management at the grass-roots level. This paper will use the balanced scorecard as a theoretical tool to construct the performance evaluation index system of public security management at the grass-roots level. The first chapter expounds the origin of the topic, introduces the background and significance of the topic, and puts forward the research methods, ideas and research framework based on the analysis of the current research situation at home and abroad, and summarizes the innovation of this paper. The second chapter, on the basis of introducing the basic situation of the performance evaluation index system of public security management at present, points out the main problems existing in the index system and analyzes the reasons leading to the problems. The third chapter expounds the scientific nature of using balanced scorecard to construct the performance evaluation index system of public security management at grassroots level. On the basis of introducing the core content of the balanced scorecard theory, the paper points out the necessity and feasibility of introducing the balanced scorecard theory into the performance evaluation index system of public security management at the grass-roots level. The paper also discusses the revision of the balanced scorecard theory in the process of introducing the performance evaluation index system of public security management at the grass-roots level. The fourth chapter defines the basic principles and ideas of the design of the performance evaluation index system of the public security management at the grass-roots level, and designs the index content from the four dimensions of performance, cost, internal process, learning and growth indicators of the public security management at the grass-roots level. And set the weight of each index scientifically. The fifth chapter is the empirical analysis, defines the function of X Public Security Bureau and analyzes the existing problems in its original performance evaluation index system. On this basis, it constructs a performance evaluation index system of X Public Security Branch based on balanced Scorecard. This paper analyzes the application effect of the performance evaluation index system based on the balanced scorecard in X Public Security Branch Bureau, points out the obstacles in the application of the balanced Scorecard in the performance evaluation index system of the X Public Security Branch Bureau, and probes into the countermeasures to solve the problem. The main innovation of this paper lies in the following aspects: the balanced Scorecard is applied to the performance evaluation of the public security management at the grass-roots level, which provides a new method for the performance evaluation of the public security management. The scientific and feasibility of applying balanced scorecard to the performance evaluation of public security management at grassroots level is analyzed systematically and deeply. According to the essence of balanced Scorecard, this paper constructs the performance evaluation index system of grass-roots public security management from four dimensions: performance, cost, internal process, learning and growth. This paper makes an empirical study on the application of balanced scorecard in the performance evaluation of X Public Security Bureau.
