合同制消防员队伍管理研究

【摘要】: 中国实施改革开放以来,国家的经济水平和人民的生活水平不断增长的同时,每年的火灾总量也在不断增长。特别是进入21世纪以来,火灾几率、损失及危害伴随着经济快速发展而上升这一在发达国家曾普遍发生的情况,已在我国出现。面对经济社会和城市建设的快速发展,面对人民群众日益增长的消防安全需求,我国消防警力严重不足的问题凸显。我国消防队伍现行的现役体制制约了这支队伍的发展壮大,全国消防警力占总人口的比例不足万分之零点九,远低于其他发展中国家万分之三的比例,也远低于发达国家万分之十至十五的水平。作为公安现役制消防队伍的有益补充,合同制消防队应运而生。它既不同于现役制消防队和职业制消防队,也不同于企事业专职消防队,是一支准消防队伍。在消防现役人员的直接指挥下,合同制消防员与现役制消防员一起执行灭火救援、抢险救灾和社会救助任务,并发挥着越来越重要的作用。但是,这支新生力量在发展中因为职业本身的特殊性、队伍管理尚在探索阶段等因素,出现了人员流动性大、整体素质偏低、绩效考核效果不明显等诸多问题。 胡锦涛同志曾指出:“在全部公安工作中,队伍建设是根本,也是保证”。基层队伍的好坏直接关系到部队战斗力的提高和部队的长远发展。公安部刘金国副部长在2006年全国多种形式消防队伍建设现场会上提出在2010年全国合同制消防员要达到10万人的建设目标。所以,加强合同制消防员队伍管理、提升消防队伍的战斗力是当前和未来一个时期的重要任务。本文从分析合同制消防员的制度规定及合同制消防员队伍成立以来出现的问题入手,试图分析合同制消防员队伍问题出现的深层次原因,积极在制度上、管理上寻求创新,以达到促进合同制消防员队伍健康、有序、和谐发展的目标。
[Abstract]:Since China's reform and opening up, the country's economic level and people's living standards have been growing, while the annual total number of fires has also been increasing. Especially in the 21st century, fire probability, loss and harm have been rising with the rapid development of economy, which has been common in developed countries, has appeared in China. Facing the rapid development of economic society and city construction and the increasing fire safety demand of the people, the problem of serious shortage of fire protection police force in our country is highlighted. The current active service system of our country's fire fighting troops restricts the development and growth of this contingent. The proportion of national fire protection police officers in the total population is less than 0.9/10000, which is far lower than the proportion of 3/10000 in other developing countries. It is also well below the level of 10/10000-15 in developed countries. As a beneficial supplement to the active fire fighting team, the contract fire brigade emerged as the times require. It is not only different from active fire brigade and professional fire brigade, but also different from enterprise fire brigade. Under the direct command of fire fighting personnel, contract firefighters and active firefighters jointly carry out the tasks of fire fighting and rescue, emergency relief and social relief, and play an increasingly important role. However, due to the particularity of the profession and the exploring stage of team management in the development of the new force, there are many problems, such as large mobility of personnel, low overall quality, and the effect of performance appraisal is not obvious, and so on. Comrade Hu Jintao once pointed out: "in all public security work, the troop construction is the fundamental, also is the guarantee." The quality of grass-roots troops is directly related to the improvement of combat effectiveness and the long-term development of troops. Vice Minister Liu Jinguo of the Ministry of Public Security proposed at the 2006 National Conference on the Construction of various forms of firefighters that the national target of 100000 firefighters should be reached by 2010. Therefore, it is an important task to strengthen the management of contract firemen and to enhance the combat effectiveness of firefighters. This paper begins with the analysis of the regulations of the contract firefighters and the problems that have appeared since the establishment of the contract firefighters, and tries to analyze the deep-seated causes of the problems of the contractual firefighters, and actively seek innovation in the system and management. To achieve the goal of promoting the healthy, orderly and harmonious development of contract firefighters.
