【摘要】：正报载,武汉市人大代表倪体洲、高训禧提出,交通执法的目的是为了引导市民遵守交通规则,维护交通秩序,应以批评教育为主,处罚为辅,不能以罚代管,把罚款当作创收手段。有方家云,这个问题提得好,但还不够,还应当把利用交通执法创收问题上升到“严禁”的层面上。如果所有的行政执法都像交通执法这样把“罚款”当作目标,我们的社会岂不是要各种罚款满天飞?

Use fines as a means of generating income. Fang Jiayuan, this question raised well, but not enough, should also use traffic law enforcement revenue-generating level to "strictly prohibited." If all administrative law enforcement targets "fines" like traffic law enforcement, does not our society require all kinds of fines to fly all over the world?
