【摘要】：21世纪以来,世界人口老龄化形式日益严峻,中国也于1999年进入老龄化社会。与发达国家不同,中国正处于经济发展阶段,“未富先老”问题突出,而且农村人口所占比例偏高,因此农村老龄化问题更为严重。黑龙江省是农业大省,于2005年步入老龄化社会,并呈现出老年人口基数大、增速快、家庭日益空巢化等现象。黑龙江省农村的经济发展水平不高且不均衡,老年人储蓄水平很低；再加上子女经济供养能力的下降及养老保险金的不足,黑龙江省农村老年人养老的经济来源问题亟待解决。本文首先在大量文献收集及数据整理的基础上,分析了黑龙江省农村人口老龄化状况及其发展趋势、农村老年人养老的状况、农村老年人养老的经济来源现状及问题。其次,基于对黑龙江省农村老年人的调研数据,对其养老的经济来源调研结果进行了交叉影响分析；利用平均值法、众数法根据实际情况得出现今黑龙江省农村老年人养老的经济来源结构。再次,利用扩展线性支出模型,测算出符合黑龙江省农村老年人的最低及基本生活保障需求;借鉴国内外成功的养老经验,结合对黑龙江省农村老年人的调研数据,确定各项主要养老经济来源的合理数额;根据各项经济来源的合理数额及实际情况,得出黑龙江省农村老年人合理的养老经济来源结构。最后,结合以上研究,提出保障黑龙江省农村老年人养老经济来源的对策：确立合理的养老模式及其经济来源供养体系、提升各层次经济来源的供给能力。
[Abstract]:Since 21th century, the aging of the world population has become increasingly severe, and China has entered an aging society in 1999. Unlike the developed countries, China is in the stage of economic development, and the problem of "getting old before getting rich" is prominent. And the proportion of rural population is on the high side, so the problem of rural aging is more serious. Heilongjiang Province is a large agricultural province, in 2005 into an aging society, and presents a large number of elderly population, rapid growth. The level of rural economic development in Heilongjiang Province is not high and uneven, and the level of old people's savings is very low; In addition, with the decline of the ability of economic support of children and the shortage of pension insurance, the source of rural elderly pension in Heilongjiang Province needs to be solved. Firstly, this paper is based on a large number of literature collection and data collation. This paper analyzes the aging status and development trend of the rural population in Heilongjiang Province, the status of old-age care in rural areas, the current situation and problems of the economic resources of the elderly in rural areas. Based on the investigation data of the rural elderly in Heilongjiang Province, the cross-influence analysis of the economic sources of the aged is carried out. Using the average method, the mode method according to the actual situation to get the current rural elderly pension in Heilongjiang Province, the economic source structure. Thirdly, the use of extended linear expenditure model. The calculation meets the minimum and basic living security needs of the rural elderly in Heilongjiang Province. Draw lessons from the successful pension experience at home and abroad, combined with the investigation data of the rural elderly in Heilongjiang Province, determine the reasonable amount of the main sources of the old-age economy; According to the reasonable amount of economic sources and the actual situation of Heilongjiang Province, the rural elderly reasonable source structure of old-age economy. Finally, combined with the above research. The paper puts forward some countermeasures to ensure the old-age economic resources of the rural elderly in Heilongjiang Province: to establish a reasonable old-age support model and its economic support system, and to enhance the supply capacity of the economic sources at all levels.
