韩国地方政府间关系中的冲突与合作——从冲突到合作的路径分析

【摘要】：在地方自治的背景下,地方利己主义抬头,地方政府之间的冲突不断增多。而地域经济社会的发展又离不开地域间的合作。实现从冲突到合作的转变是地方公共行政中的大事。从逻辑路径分析和三个案例的实践来看,围绕需要合作才能解决的复合性事件,分裂导致冲突,分裂的制度化导致冲突加深,沟通导致合作,沟通的制度化导致合作加深,并且可以预防冲突。所以,地方政府在寻求地域发展,号召加强地方合作的同时,首先需要建立一定的沟通机制,并保持该机制的稳定性和制度性。在长期的、制度性的沟通前提下,地方政府间的冲突必然越来越少,合作必然越来越多。
[Abstract]:In the context of local autonomy, local egoism is on the rise. The conflicts between local governments are increasing, and the development of regional economy and society is inseparable from the cooperation between regions.
