公共政策制定过程中的公民网络参与研究

【摘要】：网络的发展不仅影响着人民的生活,也影响着政府的行政行为,网络为公民和政府之间搭建了沟通的桥梁,使公民通过网络参与到公共政策制定的全过程,丰富了公民的利益表达渠道和参与途径,改善了公民与政府的关系,有利于提高政策民主化程度,进而满足公共利益,也有利于建设社会主义和谐社会和现代化民主国家。文章在借鉴和总结学术界研究成果的基础上得以展开,以新公共政策和协商民主等理论为指导,试图找准公共政策制定过程中公民网络参与存在的问题和原因,并对此提出相应的解决对策。除引言部分外文章共由四章组成:第一章界定了公民网络参与和公共政策制定及过程,并指明了二者之间的联系;第二章分别从取得的成绩和存在的问题两个方面全面阐述了当前我国公共政策制定过程中公民网络参与的现状,即提出问题;第三章从参与途径、参与内容、参与主体、参与过程四个方面分析了公民网络参与公共政策制定过程中的影响因素,即分析问题;第四章联系我国实际,分别对应我国公共政策制定过程中公民网络参与存在的问题和影响因素提出解决对策。
[Abstract]:The development of the network not only affects the lives of the people, but also affects the administrative behavior of the government. The network builds a bridge between citizens and the government, and enables citizens to participate in the whole process of public policy making through the network. It enriches the channels of expression and participation of citizens' interests, improves the relationship between citizens and the government, and helps to improve the degree of policy democratization and thus meet the public interests. It is also conducive to building a harmonious socialist society and a modern democratic country. The article is based on the academic research results, guided by the new public policy and the theory of deliberative democracy. This paper tries to find out the problems and causes of citizen network participation in the process of public policy making. Besides the introduction, the article is composed of four chapters: the first chapter defines the citizen network participation and the public policy making and the process, and points out the connection between the two; The second chapter discusses the current situation of citizen network participation in the process of public policy making in China from the two aspects of achievements and problems, that is to say, to put forward problems; The third chapter analyzes the influencing factors in the process of citizen network participation in the process of public policy formulation from four aspects: the way of participation, the content of participation, the main body of participation and the process of participation, that is, the analysis of problems; According to the reality of our country, Chapter 4th puts forward solutions to the problems and influencing factors of citizen network participation in the process of making public policy in China.
