行政合法性抑或社会合法性:农村社区服务类社会组织发展模式选择

【摘要】：农村社区服务类社会组织在实际发展过程中呈现出行政合法性和社会合法性两种不同的模式。通过对H省A、B两个农村社区的比较研究可得出结论:社区"两委"的工作方式决定了社会组织的行政化或民主化程度;具有社会合法性的社会组织更容易调动群众的积极性;保障居民的知情权、监督权是赢得社区居民信任的关键;具有社会合法性的社会组织拥有更高的服务满意度和效率;具有行政合法性的社会组织更容易得到地方政府的支持。可见,社会合法性与行政合法性具有优缺互补性,实现两者有机结合的混合性模式是农村社区服务类社会组织未来发展的模式选择。
[Abstract]:There are two different modes of administrative legitimacy and social legitimacy in the process of development of rural community service social organization. Through the comparative study of the two rural communities in H province, we can draw a conclusion: community "two committees" The way in which social organizations work determines the degree of administration or democratization of social organizations; Social organizations with social legitimacy are easier to arouse the enthusiasm of the masses, ensure the residents' right to know, the right of supervision is the key to win the trust of community residents, the social organizations with social legitimacy have higher service satisfaction and efficiency. Social organizations with administrative legitimacy are more easily supported by local governments. To realize the mixed mode of organic combination of the two is the mode choice for the future development of rural community service social organizations.
