太原市社区居家养老服务公私合作问题研究

【摘要】：党的十八届五中全会提出了实现“十三五”发展目标的创新、协调、绿色、开放、共享发展理念。“十三五”期间也是继续深化改革的攻艰时期。民生作为涉及全民利益的重点领域,实现民生的发展、创新、改革,关系到全面深化改革的成败。中国在经历改革开放30年来经济高速发展后,也迎来的经济“稳速”发展的新时期。我们应主动适应新常态,着力进行多层次改革。本文将对我国面临的“未富先老”的问题进行探索。目前,养老问题成为一个重大难题,多年来,党中央、国务院逐步构建覆盖城乡的社会保障体系,使老年人在养老金来源上有了一定程度的保障,然而在养老服务方面整体水平还有待进一步提高。创新养老服务发展机制,助力养老服务产业发展,社区居家养老服务公私合作化发展成为未来养老服务产业发展的新趋势。对社区居家养老服务公私合作化的研究显得尤为重要,在总结当下现状的基础上,分析问题,同时提出规范性对策,使之在起步探索阶段就走向正确方向。本文将研究范围锁定于太原市社区居家养老公私合作领域,结合太原市城中村改造和新型社区建设的大环境。在分析太原市社区居家养老公私合作现状的基础上,分析运营过程中所面临的问题,借鉴国内外创新发展经验的基础上,为未来太原市居家养老公私合作发展提出了相关对策。在太原市新型社区建设的起步阶段,进行社区居家养老服务中心规划,并在社区老年人口需求达到一定程度时开始运营。在经济“稳速”发展的时期,养老服务产业的创新发展将公私合作机制融入社区居家养老解决融资问题,将互联网技术融入社区居家养老解决信息问题,将基层社区管理融入社区居家养老解决监督问题,良好的机制是一个项目长期、健康、有序的基础。供给侧改革,注重对传统养老产业的创新,使社区居家养老服务业成为带动经济发展的重要产业,使之在解决人口老龄化问题的的基础上,为经济发展注入新动力。

So that the elderly have a certain degree of protection in the source of old-age pension, but the overall level of old-age service needs to be further improved. The development of community home pension service public-private cooperation has become a new trend of the future development of pension service industry. It is particularly important to study the community home pension service public-private cooperation. On the basis of summing up the present situation, this paper analyzes the problems. At the same time, the normative countermeasures are put forward to make it go in the right direction in the initial stage of exploration. Based on the analysis of the present situation of the public-private cooperation between the community and the aged, the problems in the process of operation are analyzed, and the experiences of innovation and development at home and abroad are used for reference, based on the environment of the transformation of the village in the city and the construction of the new type of community in Taiyuan. In the beginning stage of the new community construction in Taiyuan, the planning of the community home pension service center is carried out. In the period of steady economic development, the innovative development of old-age service industry integrates the public and private cooperative mechanism into the community home pension system to solve the financing problem. Integrating Internet technology into community home pension to solve information problems, integrating grass-roots community management into community home care to solve supervision problems, a good mechanism is a long-term, healthy and orderly foundation of a project, supply-side reform, We should pay attention to the innovation of the traditional old-age care industry, make the community home pension service industry become the important industry to drive the economic development, and make it inject new impetus to the economic development on the basis of solving the problem of the aging of the population.
