宁波市“以人为核心”新型城镇化建设问题研究

【摘要】：城镇化是我国实现现代化的必然要求,也是推动我国经济社会发展的重要引擎。人口城镇化滞后于土地的城镇化是目前我国城镇化发展中面临的最突出的问题。十八届三中全会审议通过的《中共中央关于全面深化改革若干重大问题的决定》明确提出坚持走中国特色新型城镇化道路,推进以人为核心的城镇化。2014年12月,宁波市成功入围国家新型城镇化综合试点。宁波“以人为核心”的新型城镇化建设是当前市政府和学界最为关心也是迫切需要解决的热点问题。本文从“以人为核心”新型城镇化的内涵入手,将“以人为核心”新型城镇化理论和宁波市的具体情况相结合,对宁波市“以人为核心”新型城镇化建设问题进行了系统研究。本文在简述完相关概念和理论基础之后,主要从以下几方面展开论述:一、分析了宁波市城镇化的现状,指出其存在农业转移人口市民化进程滞后、土地城镇化快于人口城镇化、各县(市)区城镇化进程不均衡和城乡生态环境建设滞后的问题,并深入分析了这些问题产生的原因,包括户籍、土地、社会保障等制度性障碍、经济制约以及思想认识制约;二、从经济、人口、环境、生活、社会和城乡统筹等六方面构建宁波“以人为核心”的新型城镇化发展水平评价指标体系,运用模糊层次分析法,系统评价了宁波“以人为核心”新型城镇化发展情况;三、从优势、劣势、机遇和挑战四方面对宁波“以人为核心”新型城镇化发展进行了全方位分析;四、从宁波市的实际情况出发,针对存在问题的成因,从建立宁波市“以人为核心”新型城镇化体制机制、为宁波市“以人为核心”新型城镇化建设奠定坚实的经济基础、解放思想、转变观念,推进“以人为核心”的新型城镇化建设等三方面提出了加快宁波市“以人为核心”等新型城镇化进程、提高城镇化水平的可操作性等对策建议。五、结语部分,阐明宁波市“以人为核心”新型城镇化建设最主要的关注点是落在“人”身上,要把与人民生活休戚相关的民生问题放在首位,保证新型城镇化的成果惠及于民。
[Abstract]:Urbanization is an inevitable requirement for the realization of modernization in China. It is also an important engine to promote the economic and social development of our country. The urbanization of population lags behind the urbanization of land is the most prominent problem in the urbanization development of our country at present. The decision on several major issues in comprehensively deepening reform clearly proposes to adhere to the new road of urbanization with Chinese characteristics. Promoting people-centred urbanization. December 2014, Ningbo was successfully selected as the national pilot of new type urbanization. The construction of Ningbo's new type of urbanization with people as its core is the hot issue that the city government and academic circles are most concerned about and need to solve urgently. Starting with the connotation of the core "new type of urbanization", By combining the theory of "human-centered" new urbanization with the concrete situation of Ningbo, this paper makes a systematic study on the construction of new-type urbanization in Ningbo "people-centered". This paper mainly discusses the following aspects: first, this paper analyzes the present situation of urbanization in Ningbo, and points out that the urbanization of land is faster than the urbanization of population. Various counties (cities) areas urbanization process imbalance and urban and rural ecological environment construction lags behind, and in-depth analysis of the causes of these problems, including household registration, land, social security and other institutional obstacles, economic constraints and ideological constraints; Second, from the six aspects of economy, population, environment, life, society and urban and rural planning, we should construct the evaluation index system of Ningbo's new urbanization development level, which is based on people, and use the fuzzy analytic hierarchy process (AHP). This paper systematically evaluates the development of "people-centered" new urbanization in Ningbo. Thirdly, it analyzes the development of "people-centered" new urbanization in Ningbo from four aspects: advantages, disadvantages, opportunities and challenges. Based on the actual situation of Ningbo, and in view of the causes of the existing problems, this paper lays a solid economic foundation for the construction of the new type of urbanization in Ningbo by establishing a new type of urbanization system with people as the core and building up a new type of urbanization system with "people as the core". In three aspects, such as emancipating the mind, changing ideas, promoting the construction of new urbanization with "people as the core", and so on, the paper puts forward some countermeasures and suggestions for speeding up the process of new urbanization in Ningbo, such as "taking people as the core" and improving the maneuverability of urbanization level. In the conclusion part, the author expounds that the main focus of Ningbo's "people-centered" new urbanization construction is to focus on the "human", and put the livelihood issues closely related to the people's daily life in the first place, so as to ensure that the achievements of the new-type urbanization will benefit the people.
