【摘要】：社区治理是社会治理的重要组成部分,社区作为社会治理的最基层的单元,是推进国家治理能力和治理体系现代化的重要载体,是政府进行公共治理的主要渠道,建立有效的城市社区治理模式是提升民族聚居地区政府治理能力和建立“服务型”政府的有效举措。社会治理强调国家、市场和公民社会之间的良性互动和多元治理,政府与社会的关系是制约社区治理模式选择的一对基本关系和矛盾,本文以政府与社会关系理论为分析框架,通过对国内外社区治理模式经验的梳理,结合新疆乌鲁木齐市社区的实际情况,着重分析当前乌鲁木齐市社区治理机制、功能定位以及价值取向,凸显新疆城市社区治理模式的特殊性,在分析当前社区治理模式本土合理性的基础上有针对性的提出建构和完善城市社区治理模式的建议。文章分为六个部分。第一部分为导论,介绍了文章选题的意义、思路和方法以及研究的难点、重点和创新点;第二部分为概念阐述和文献梳理,对本文的核心概念做了界定,并对国内外相关研究进行了综述;第三部分是理论阐述,以政府与社会关系理论为视角,分析了政府与市场、公民社会的关系,并梳理了政府与社会关系的演变,进而从理论和实践层面提出社区治理模式的理想架构;第四部分为实践分析部分,对当前国内外社区治理模式进行分析对比,在此基础上提出乌鲁木齐市社区治理模式的借鉴意义;第五部分为现状分析,对当前乌鲁木齐市社区治理模式的历史沿革和现状进行梳理,并从三个层面分析了影响乌鲁木齐市社区治理模式选择的原因,在此基础上对当前社区治理的实践模式进行可行性分析;第六部分是对策和建议,指出当前乌鲁木齐市社区治理模式存在的不足,并从三个方面分别提出社区治理模式的对策和完善路径。
[Abstract]:Community governance is an important part of social governance. As the most basic unit of social governance, community is an important carrier to promote the modernization of national governance capacity and governance system, and is the main channel for the government to carry out public governance. To establish an effective urban community governance model is an effective measure to enhance the governance capacity of the government in the areas inhabited by ethnic groups and to establish a "service-oriented" government. Social governance emphasizes the benign interaction and pluralistic governance between the state, the market and civil society. The relationship between government and society is a pair of basic relations and contradictions that restrict the choice of community governance model. This paper takes the theory of government and social relations as the analytical framework, combs the experience of community governance model at home and abroad. Combined with the actual situation of Urumqi community in Xinjiang, this paper emphatically analyzes the current Urumqi community governance mechanism, function orientation and value orientation, highlighting the particularity of Xinjiang urban community governance model. Based on the analysis of the local rationality of the current community governance model, the author puts forward some suggestions for constructing and perfecting the urban community governance model. The article is divided into six parts. The first part is the introduction, which introduces the significance of the topic selection. The second part is the concept elaboration and literature combing, defines the core concept of this paper, and summarizes the related research at home and abroad; the third part is the theoretical elaboration. From the perspective of the theory of government and social relations, this paper analyzes the relationship between government, market and civil society, combs the evolution of government and social relations, and then puts forward the ideal framework of community governance model from the theoretical and practical aspects. The 4th part is the practice analysis part, analyzes and compares the current community governance mode at home and abroad, on the basis of which puts forward the reference significance of the Urumqi community governance model, 5th part is the present situation analysis, This paper combs the historical evolution and present situation of the current community governance model in Urumqi, and analyzes the reasons that affect the choice of the community governance model in Urumqi from three aspects. On this basis, the feasibility analysis of the current community governance practice model is carried out, and the 6th part is the countermeasures and suggestions, pointing out the shortcomings of the current community governance model in Urumqi. And from three aspects respectively proposed the community governance mode countermeasure and the consummation path.
