“美国优先”与特朗普政府的亚太政策取向

【摘要】：特朗普政府上台以来,以"美国优先"为纲持续调整美国对外政策,呈现出"经济民族主义"、"以实力保和平"等若干取向,战略态势上总体有所收缩,政策手段上以获取实利为导向。上述特点在美国亚太政策调整中也有所体现。特朗普政府倾向于"从中国看亚太",以"互惠"等为原则寻求推进"以结果为导向"的对华政策。在处理与亚太盟友关系方面,特朗普政府采取"交易主义"思维和策略,将安全承诺更多视为"商品",对同盟的价值观基础的重视程度有所下降。"军事优先"成为特朗普政府亚太政策调整的突出特点,面对朝鲜核问题等地区安全挑战,美国更趋强化战略威慑。特朗普政府的亚太政策仍未定型,未来发展将受到国内执政状况、热点问题走向、与亚太国家互动等多重因素影响。
[Abstract]:Since the Trump administration came to power, it has continuously adjusted its foreign policy on the basis of "America first", showing a number of orientations, such as "economic nationalism" and "safeguarding peace by strength," and has generally contracted in its strategic posture. The above characteristics are also reflected in the adjustment of America's Asia-Pacific policy. The Trump administration tends to "look at Asia Pacific from China" and seek to advance "result oriented" with the principle of "reciprocity" as the principle. "in dealing with its relations with allies in the Asia-Pacific region, The Trump administration has adopted a "transactional" mentality and strategy, viewing security commitments more as "commodities" and paying less attention to the value base of the alliance. "military priority" has become a prominent feature of the Trump administration's Asia-Pacific policy adjustment. In the face of regional security challenges such as the North Korean nuclear issue, the United States has strengthened its strategic deterrence. The Trump administration's Asia-Pacific policy is still not finalized, and its future development will be affected by a number of factors, such as the domestic administration, the direction of hot issues, and interaction with Asia-Pacific countries.
