我国基层人大代表民主选举的问题与对策研究

【摘要】：人民代表大会制度作为我国最根本的政治制度,体现社会主义国家人民当家做主的本质,而人大代表选举制度则是实现人民当家作主权利的重要手段,它在推进我国社会主义民主建设的进程中有着极其重要的地位。选举制度的完善程度是衡量一国民主化水平的重要标准之一,实行直接选举的基层人大代表选举制度最能体现社会主义民主真实性与广泛性,显得尤为重要。经过几十年的建设与发展,我国基层人大代表选举制度已日臻完善,但在发展中仍然存在一些问题,制约着人民民主权利的实现。本文从论述我国基层人大选举制度的相关理论出发,比较系统深入地分析了我国基层人大民主选举在选举组织机构、选区划分、代表候选人的产生机制、选举竞争机制、选举保障机制等方面存在的不足,以及这些问题对我国民主选举公平性、公正性、权威性和对社会主义民主发展进程的影响,以此为基础,探讨了完善我国基层人大代表选举制度的相应对策,如成立相对独立的选举组织机构,按照地域划分选区,完善候选人介绍机制,引入竞争机制,建立健全选举保障机制等,旨在为改革和完善我国基层人大代表选举制度提供有益借鉴。
[Abstract]:As the most fundamental political system in our country, the people's Congress system embodies the essence of the people of socialist countries as masters of their own country, and the election system of deputies to the people's Congress is an important means to realize the people's right to be the master of their own country. It plays an extremely important role in the process of promoting the construction of socialist democracy in our country. The degree of perfection of the electoral system is one of the important standards to measure the level of democratization in a country. The election system of directly elected deputies to the people's Congress at the grassroots level can best reflect the authenticity and extensiveness of socialist democracy, and it is particularly important. After decades of construction and development, the election system for deputies to the grassroots people's Congress in our country has been improving day by day. However, there are still some problems in the development, which restrict the realization of people's democratic rights. This paper systematically and deeply analyzes the shortcomings of democratic election of grass-roots people's Congress in election organization, constituency division, election mechanism of representative candidates, election competition mechanism, election guarantee mechanism and so on. And the influence of these problems on the fairness, fairness, authority and the development process of socialist democracy in our country. Based on this, this paper discusses the corresponding countermeasures to improve the electoral system of deputies to the people's Congress at the grass-roots level. For example, the establishment of relatively independent electoral organizations, the delineation of constituencies according to geographical distribution, the improvement of the mechanism for introducing candidates, the introduction of competition mechanisms, and the establishment of a sound electoral protection mechanism, etc. The aim is to provide useful reference for reforming and perfecting the election system of the basic people's Congress deputies in our country.
