兰州市“三社联动”机制研究

【摘要】：十八届五中全会所提出的“创新、协调、绿色、开放、共享”五大发展理念,强调推进社会治理精细化,要求创新社会治理模式,构建多主体参与、专业化治理的社会治理机制。近年来,我国各地在创新社会治理方面进行了有益的探索,积累了大量的经验。其中“三社联动”已成为探索多主体参与、提升社会治理体系和治理能力现代化水平的有效尝试。“三社联动”是以社区为平台,集合社区居委会、社会组织、社会工作者的力量,转变政府主导的社区管理格局,形成多元主体共同参与的社区治理模式。“三社”主体以社区居民需求为导向,以政府购买的形式,以专业化的工作方法,将需求转化成项目进行项目化管理,在此过程中实现资源共享、优势互补。在研读“三社联动”相关文献的基础上,梳理甘肃省、兰州市推行“三社联动”的相关政策,掌握“三社联动”的整体部署以及社会工作的发展情况,结合位于兰州市城关区的两个试点社区在推行“三社联动”过程中的具体实践,分析兰州市在“三社联动”实践过程中的具体举措。以此为基础深入分析“三社联动”的内在机制,机制分析主要从各主体角色、结构关系、功能属性和运作流程角度出发,着重分析参与“三社联动”的7类角色包括及其职责;“三社”主体间的协作关系;引入流程再造理念,分析探讨“三社联动”的运作流程;从政策保障、人才保障、资金保障三个方面分析“三社联动”的保障体系。结合实践案例及机制分析,提出兰州市“三社联动”实践探索的启示,并从“三社联动”主体层面出发,分析现阶段发展“三社联动”不容忽视的问题,并结合实际,具有针对性的提出优化“三社联动”的建议。
[Abstract]:The five development concepts of "innovation, coordination, green, opening and sharing" put forward by the Fifth Plenary session of the 18 CPC Central Committee emphasize the promotion of fine social governance, the need to innovate the social governance model, and the construction of multi-subject participation. The social governance mechanism of specialized governance. In recent years, various parts of our country have made beneficial exploration and accumulated a lot of experience in innovating social governance. The effective attempt to improve the social governance system and the modernization level of governance ability. The "three social association linkage" is based on the community as the platform, gather the community neighborhood committee, social organization, social worker's strength, change the government leading the community management pattern, The main body of "three societies" is oriented to the needs of the community residents, takes the form of government purchase, and transforms the demand into projects for project management in the form of specialized working methods. In this process, the resources are shared and the advantages are complementary. On the basis of reading the relevant documents of the "three social societies' linkage", this paper combs the relevant policies of "three societies' linkage" in Gansu Province and Lanzhou City. To master the overall arrangement of the "three societies' linkage" and the development of social work, and to combine the concrete practice of the two pilot communities located in Chengguan District of Lanzhou City in the process of carrying out the "three societies' linkage". This paper analyzes the concrete measures of Lanzhou City in the practice of "three societies' linkage". On this basis, it deeply analyzes the internal mechanism of the "three societies' linkage". The mechanism analysis mainly starts from the perspectives of the main roles, structural relationships, functional attributes and operation processes. It focuses on the analysis of the seven types of roles involved in the "three societies' linkage", including their roles and responsibilities, the cooperative relationship among the "three societies" 'main bodies, the introduction of the concept of process reengineering, the analysis and discussion of the operation process of the "three societies' linkage", as well as the policy guarantee and the talent protection. This paper analyzes the guarantee system of "three social societies' linkage" from three aspects of fund guarantee. Combined with practical cases and mechanism analysis, the paper puts forward the enlightenment of the practice exploration of "three societies' linkage" in Lanzhou City, and proceeds from the "three societies' linkage" subject level. This paper analyzes on the problems that can not be ignored in the development of "three societies' linkage" at the present stage, and puts forward some suggestions to optimize the "three societies' linkage" combined with the actual situation.
