【摘要】：中国是一个农业兼具人口的大国,农业人口在全国人口总数中占据较大的比重。随着人口老龄化的快速发展和农村劳动力的转移作用下形成的大量的"留守"、"空巢"老人,家庭养老作用的逐渐弱化,农村养老问题变得尤为严峻,因此结合社会主义的发展需要以及促进全社会的和谐、稳定发展的需要,积极探索契合我国基本国情的农村养老模式,让广大农村老年人都安享晚年具有重要的意义。基于此,本文立足于国内外的养老理论,对瑞安市湖岭镇农村养老服务情况进行了研究分析,通过借鉴国内外先进的养老经验,提出在农村现有情况下,从政府、社区、家庭个人四个层面构建多元化农村养老服务体系的一些可行性建议。具体研究内容如下:第一部分:查阅了相关资料,对农村养老服务的相关理论基础以及国内外农村养老服务进行了相关研究。第二部分,以湖岭镇为例,调查了瑞安市农村老年人整体状况、健康情况及老年人收入情况。根据供需现状,分析养老服务的供需差距,分析说明农村养老服务的供给和需求差距巨大,在完善农村养老服务这条路上还任重道远。第三部分,在不断推进城镇化建设的今天,瑞安的农村剩余劳动力不断"进军"城市,而这极大的冲击了传统的以家庭居家为主的养老服务方式,而其它各种养老方式发展缓慢,根据这一背景,结合瑞安市湖岭镇农村的实际,调查湖岭镇农村养老的主要服务方式,分析湖岭镇农村老年人的养老选择偏好及农村养老服务存在的主要问题及原因。第四部分,分析国内外农村养老服务的先进做法,并综合借鉴。在完善瑞安农村养老服务中,政府要充分发挥政策引导作用,加强对养老服务体系建设的领导。在农村养老服务逐步完善的基础上,还要实事求事,综合考量精神、经济等各方面的因素,因地制宜逐步推广多层次、多元化的养老服务模式。第五部分是对促进瑞安市农村养老服务的发展的对策建议。一是全面推进乡镇养老服务中心的发展,保证政府资金投入,二是大力推进养老服务共建单位及队伍建设,积极引入社会力量。三是弘扬农村老年人家庭孝道文化,以子女反哺为中心。四是丰富养老服务内容,满足多样化多层次需求。第五是积极发展"老有所为"事业,促进自我养老。让越来越多的老年人告别孤独,告别无人照顾的尴尬局面,重新融入到子女和社会的生活之中。
[Abstract]:China is a large agricultural country with a large population, which accounts for a large proportion of the country's total population. With the rapid development of the aging population and the transfer of rural labor force, a large number of "left behind", "empty nest" elderly people have been formed. With the gradual weakening of the role of family pension, the problem of rural old-age support becomes particularly severe. Therefore, combining with the needs of socialist development and the need to promote the harmony and stability of the whole society, we should actively explore the rural old-age support model, which accords with the basic conditions of our country. It is of great significance for the elderly in rural areas to enjoy their old age in peace. Based on this, this paper, based on the theory of providing for the aged at home and abroad, makes a research and analysis on the rural old-age service in Huling Town, Ruian City, and draws lessons from advanced pension experience at home and abroad. This paper puts forward some feasible suggestions for constructing a diversified rural old-age service system from four levels: government, community and family. The specific contents of the study are as follows: the first part: consulted the relevant information, The related theoretical basis of rural old-age service and rural old-age service at home and abroad were studied. The second part, taking Huling Town as an example, investigated the overall situation of rural elderly in Ruian. According to the current situation of supply and demand, the gap between supply and demand of old-age service is analyzed. The analysis shows that the gap between supply and demand of rural old-age service is huge, and that there is still a long way to go on the road of perfecting rural old-age service. Part three, Today, with the development of urbanization, Ryan's rural surplus labor force continues to "march" into the city, which greatly impacts the traditional old-age service, which is mainly family-oriented, while other forms of old-age support are developing slowly. According to this background, combined with the actual situation of Huling Town in Ruian City, we investigated the main ways of providing for the aged in the rural areas of Huling Town. This paper analyzes the preferences of the rural elderly in Huling and the main problems and causes of the rural old-age service. Part 4th analyzes the advanced practices of the rural old-age service at home and abroad, and draws on the comprehensive reference in perfecting the rural old-age service in Ryan. The government should give full play to the role of policy guidance and strengthen the leadership over the construction of the old-age service system. On the basis of the gradual improvement of the rural old-age service, the government should also take practical measures into account, synthetically consider the spirit, the economy, and other factors. According to local conditions, we should gradually popularize the multi-level and diversified old-age service mode. Part 5th is the countermeasures and suggestions for promoting the development of rural old-age service in Ruian City. First, we should comprehensively promote the development of rural old-age service centers and ensure the investment of government funds. The second is to vigorously promote the co-construction of units and ranks of old-age services, and to actively introduce social forces. Third, to carry forward the filial piety culture of the elderly in rural areas, focusing on children's feedback. Fourth, to enrich the contents of old-age care services. 5th is to actively develop the cause of "feeling for the aged" and promote self-care for the aged. More and more elderly people can bid farewell to loneliness and the embarrassing situation of no one taking care of, and re-integrate into the life of children and society.
