“定期协商”的制度变迁:从双周座谈会到双周协商座谈会

【摘要】：双周协商座谈会是十二届全国政协加强协商民主建设最重要的一项制度创新。作为一项制度创新,"双周协商座谈会"从"双周座谈会"演变而来,实现了从政党协商到政协协商、从统战平台到参政议政平台、从非制度化到制度化的转变,并形成了一套比较规范的操作流程。作为咨询型协商,双周协商座谈会具有中立性和权威性的特点,可以将政党、政府、学界和社会各界的力量调动和整合起来,提出建设性的政策建议,并对公共政策产生良好的影响,有效实现协商与决策的衔接,推动相关政策建议的落实,充分体现了社会主义协商民主的制度优势。
[Abstract]:The biweekly consultation forum is the most important institutional innovation of the 12 National Committee of the Chinese people's political Consultative Conference in strengthening the building of consultative democracy. As a system innovation, the "biweekly consultation forum" evolved from the "biweekly forum". It has realized the transformation from the political party consultation to the CPPCC consultation, from the United front work platform to the political participation and discussion platform, from the non-institutionalized to the institutionalized, and has formed a set of relatively standard operation flow. The biweekly consultation forum has the characteristics of neutrality and authoritativeness. It can mobilize and integrate the strength of political parties, governments, academics and all sectors of society, put forward constructive policy recommendations, and have a good impact on public policies. Effectively realizing the link between consultation and decision-making, promoting the implementation of relevant policy recommendations, fully embodies the institutional advantages of socialist consultation and democracy.
