我国医养结合养老模式现状分析与对策研究

【摘要】：在计划生育国策和社会经济快速发展的交互作用下,我国人口结构迅速向现代型转变,"前期缓慢、后期加速"为我国人口老龄化进程的特点。随着老龄化的发展进程加快,失能、半失能、失智人口规模增大,老人自主意识提升和对养老服务多层次多元化的需求等都导致现有养老模式已经无法适应我国老龄化社会对养老问题的要求,因此,新的医养结合养老模式的推行刻不容缓。首先,本文从医养结合养老模式的选题背景和研究意义入手,通过梳理和探讨国内外研究的成果,形成对医养结合养老模式总体研究情况的了解。其次,明确医养结合养老模式的相关概念,对医养结合养老模式的基本理念、服务层次、服务对象,以及医养结合实现方式的内涵进行界定,并以此为依据对其理论基础和运行机制进行探讨。再次,运用SWOT-PEST分析模型找出影响医养结合养老模式发展的因素,并建立矩阵对影响因素进行分析与评估,找出医养结合养老模式的主要影响因素,厘清医养结合养老模式在政治、经济、社会、技术因素影响下所处的内外环境。第四,以战略分析视角提出推进建设医养结合养老模式的总体思路和具体政策选择。
[Abstract]:Under the interaction of the national policy of family planning and the rapid development of social economy, the population structure of our country is rapidly changing to the modern type. "the early stage is slow, the later period accelerates" is the characteristic of the aging process of our country. Disability, semi-disability, the increasing scale of retarded population, the promotion of the elderly's independent consciousness and the multi-level and diversified demand for pension services have all resulted in the existing old-age pension model being unable to adapt to the requirements of the aging society for the aged in our country. First of all, this paper starts with the background and significance of the research on the combination of medical care and support for the aged, through combing and discussing the research results at home and abroad. Secondly, make clear the related concepts of the medical combined old-age care model, the basic concept, service level, service object of the medical combined old-age care model, As well as the connotation of the realization of the combination of medical and support, and based on this to explore its theoretical basis and operational mechanism. Thirdly, using SWOT-PEST analysis model to find out the factors that affect the development of the model. The matrix was established to analyze and evaluate the influencing factors, to find out the main influencing factors of the medical and nursing combined pension model, and to clarify the internal and external environment of the medical combined old-age pension model under the influence of political, economic, social and technological factors. 4th, From the perspective of strategic analysis, this paper puts forward the general idea and specific policy choice of promoting the construction of the mode of combination of medical care and support for the aged.
