国际城市应对人口老龄化的行动经验及启示

【摘要】：在人口老龄化与城市化交汇的背景下,城市化问题愈发显著,城市无法满足全年龄段居民的需求。人口老龄化使得城市劳动力老化,经济发展速度和质量降低,使城市治理陷入了两难境地,对城市发展产生了巨大影响,为此国际城市立足于"积极老龄化理论"采取了积极主动的应对措施:建设面向所有年龄段人口的全龄社会,开发通用便捷的城市交通,制定切实可行的城市发展规划,发展老龄科学及创新服务模式。这些经验有利于促进各级政府转变观念,加快建设覆盖全年龄段的老年友好型城市,提高国际交流与合作水平,为中国及时应对、科学应对、综合应对人口老龄化提供了有益的启示。
[Abstract]:Under the background of the intersection of population aging and urbanization, the problem of urbanization becomes more and more prominent, and the city can not meet the needs of the whole age group. The aging of the population makes the urban labor force aging, and the speed and quality of economic development decrease. The dilemma of urban governance has had a great impact on urban development. For this reason, international cities, based on the theory of "active ageing", have taken proactive measures to deal with it: to build a full-age society for all age groups. Developing universal and convenient urban transportation, formulating feasible urban development plans, and developing science and innovative service models for ageing. These experiences will help governments at all levels to change their ideas and speed up the construction of age-friendly cities covering all ages. Improving the level of international exchange and cooperation provides a beneficial enlightenment for China to deal with the aging population in a timely, scientific and comprehensive manner.
