山西省老年人长期照护问题研究

【摘要】：近年来,山西省老年人口比重不断攀升,2015年年末,60岁及以上老年人口比重为14.45%,65岁及以上老年人口比为9.1%,根据估算,到2020年山西省65岁及以上老年人口比重将达到11%左右,年均增长接近0.4个百分点。可见山西省老年人口基数大、增长速度快并逐渐呈现高龄化、空巢化趋势。与此同时失能老人和高龄老人的数量也在逐渐增多,因此老年人对于长期照护的需求非常大。随着山西经济的快速发展,人口流动性增加,家庭结构逐渐向小型化和少子化转变,山西省以家庭的长期照护为主的长期照护体系受到了严重的冲击,目前的长期照护体系明显无法满足山西省老年人长期照护的需求。山西省政府非常重视老年人的养老问题,也有很多文献对老年人进行研究,但是目前对于山西省老年人长期照护的研究并不多见。本文以社会保障相关理论为基础进行研究,综合经济学、护理学、心理学等学科,结合数据库数据,对山西省老年人长期照护问题进行研究,发现山西省失能老人长期照护还面临着供给不足、资源配置不够合理、缺乏专业的照护服务等问题。这些问题的产生的原因是老年人口数量增长过快,长期照护事业发展缓慢、同时还缺乏完善的法律法规和人力资源培养机制。最后根据山西省老年人长期照护存在的问题去寻找原因,从完善法律法规、完善人才培养方案、整合长期照护资源等方面提出自己的建议。山西省老年人对长期照护的需求,随着山西省人口老龄化和高龄化的趋势不断增加,因此解决失能老人长期照护问题显得非常紧迫,论文可能存在着很多的不足,但是希望自己的研究能为完善山西省老年人长期照护尽自己的绵薄之力。希望山西省老年人长期照护体系不断完善,满足老年人的长期照护需求,让老年人有更幸福的晚年。
[Abstract]:In recent years, the proportion of the elderly population in Shanxi Province has been rising continuously. At the end of 2015, the proportion of the elderly aged 60 years and over was 9.10.It is estimated that by 2020, the proportion of the elderly population aged 65 and over in Shanxi Province will reach about 11%. The average annual growth rate is close to 0.4 percentage points. It can be seen that the population base of the elderly in Shanxi Province is large, the growth rate is fast and it is gradually showing the trend of aging and empty nests. At the same time, the number of disabled and elderly people is also gradually increasing. With the rapid development of Shanxi's economy, population mobility has increased, and the family structure has gradually changed to miniaturization and minority children. The long-term care system of Shanxi Province, which is based on the long-term care of the family, has been seriously impacted, and the present long-term care system obviously cannot meet the needs of the elderly in Shanxi Province. The Shanxi Provincial Government attaches great importance to the problem of the elderly's old-age care. There are also many studies on the elderly, but at present the research on long-term care for the elderly in Shanxi Province is rare. This paper is based on the relevant theories of social security, such as comprehensive economics, nursing, psychology and so on. Combined with database data, the long-term care of the elderly in Shanxi Province is studied. It is found that the long-term care of the disabled elderly in Shanxi Province is still faced with insufficient supply, and the allocation of resources is not reasonable. Problems such as lack of professional care services. These problems are caused by the rapid growth of the elderly population and the slow development of the long-term care industry. At the same time, there is also a lack of perfect laws and regulations and human resource training mechanism. Finally, according to the problems existing in the long-term care of the elderly in Shanxi Province, we should find out the causes, and improve the laws and regulations and personnel training programs. With the increasing trend of aging population and aging in Shanxi Province, it is very urgent to solve the problem of long-term care for the disabled elderly. There may be many deficiencies in this paper, but I hope my research can do my best to improve the long-term care of the elderly in Shanxi Province. I hope that the long-term care system of the elderly in Shanxi Province will continue to improve to meet the long-term care needs of the elderly. Let the elderly have a happier old age.
