提升治理水平的历史与实践反思:从“考成法”到目标责任考核

【摘要】：治理现代化不仅仅是体制和方法的简单复制和模式化,而应立足于自身历史和现实的治理能力提高。因此,提升国家治理水平可以从"历时性"和"共时性"两个维度展开。历时性方面,"考成法"是历史上国家决策层主导的提升治理水平的典型参照;共时性方面,目标责任考核是通过绩效评估提升治理能力的实践举措。分析从"考成法"到目标责任考核的内在逻辑演化,是在历史与现实的对比中反思治理行为本身,在目标责任考核的制度设计中抽象继承"考成法"作为治理变革的自然理性功能,促进治理水平提升的重要探索。
