城镇化进程中农民集中安置社区公共服务水平评价及提升研究

【摘要】：城镇化建设的“跳板”处和“发力点”在于城镇社区建设,城镇社区不仅可以实现农民向市民的转变,也可以实现农村地域向城镇的转变。同时,人们越来越认识到管理的本质不是管制而是服务,因此城镇社区也逐渐以居民的满意度作为社区公共服务水平评价的标准。研究城镇化进程中农民集中安置社区公共服务水平评价和提升对策,有利于提高社区居民的幸福指数和实现城乡之间基本公共服务的均等化,有利于促进社会公平正义。本文围绕社区公共服务居民满意度评价体系的构建,社区公共服务居民满意度模糊综合评价和关键驱动因素的识别与分析及社区公共服务提升建议等,进行了一系列的研究。首先,本文从满足社区居民实际需求的角度出发,分析了影响社区公共服务居民满意度的因素,在借鉴美国顾客满意度指数模型基础上,结合马斯洛需求层次理论构建了符合社区公共服务特点的评估指标体系,整个评估指标体系一共包含了4个一级的评估指标,16个二级的评估指标。然后,本文采用问卷形式对新都区社区公共服务居民满意度进行了实地调查,借助SPSS软件对调查数据进行了统计和分析,并对结果进行了多层次模糊综合评价和基于主成分分析和四分图模型的关键驱动因素识别,找出社区居民比较关注但是还未达到满意的关键因素。最后,针对识别结果,从政府、社区和居民自身这几个方面,对这些关键因素提出了切实可行的提升建议。
[Abstract]:The "springboard" and "strength point" of urbanization construction lie in the construction of urban communities. Urban communities can not only realize the transformation of farmers to citizens, but also rural areas into towns. At the same time, There is a growing recognition that the nature of management is not regulation but service. Therefore, urban communities gradually regard the satisfaction of residents as the criteria for evaluating the level of community public service, and study the evaluation and promotion measures of the level of community public service centralized placement by farmers in the process of urbanization. It can improve the happiness index of community residents, realize the equalization of basic public services between urban and rural areas, and promote social equity and justice. This paper makes a series of research on the construction of community public service residents' satisfaction evaluation system, the fuzzy comprehensive evaluation of community public service residents' satisfaction degree, the identification and analysis of key driving factors and the suggestions of community public service improvement. First of all, from the point of view of meeting the actual needs of community residents, this paper analyzes the factors that affect the satisfaction of community public service residents, and draws lessons from the American customer satisfaction index model. Combined with Maslow's hierarchy of needs theory, this paper constructs an evaluation index system which accords with the characteristics of community public service. The whole evaluation index system includes four first-level evaluation indexes and 16 second-level evaluation indexes. Then, this paper makes a field survey on the satisfaction degree of community public service residents in Xindu District by questionnaire, and makes statistics and analysis of the survey data with the help of SPSS software. The results were evaluated by multi-level fuzzy comprehensive evaluation and the key driving factors were identified based on principal component analysis and quadrilateral graph model. The key factors concerned by community residents but not satisfied were found out. Finally, according to the identification results, the paper puts forward some practical suggestions on these key factors from the aspects of government, community and residents themselves.
