城市社区公共文化服务多元化供给模式研究

【摘要】：社区是社会重要的基层组织,和谐社会的构建离不开和谐社区的建设。和谐社区的建设包括很多方面,而社区公共服务的建设可以说是构建和谐社区的核心。社区公共文化服务作为社区公共服务的一部分,直接关系到社区的文明建设和社会的安定和谐。同时,社区公共文化供给水平也是衡量一个国家城市化水平、现代化程度和民族文化教育素质高低的重要标准。改革开放以来,我国开始重视社区公共文化服务的供给,特别是城市社区的公共文化服务供给,积极探索实践并取得了一定的成绩。但是大部分地区在公共服务供给上仍旧是以行政为主导的单一供给模式。随着我国市场经济的发展、城市改革的推进、政府管理职能的转变以及居民主体意识增强带来的精神文化需求的多样化、个性化,过去单一的供给模式已经不能适应社会的发展,出现供给不足、供给效率低、资金和人才匮乏、居民参与度和满意度不高等问题,急需构建一种新的供给模式,即合作型的多元化供给模式来解决这些问题。因此,本文以城市社区为研究对象,针对城市社区在公共文化供给上现存的问题提出构建多元化的供给模式,它是以我国现阶段的社会经济发展水平为背景展开的,具有现实意义和社会意义。本文首先综合分析了国内外对公共文化服务相关理论研究,对社区公共文化服务供给模式相关的概念进行了界定,为本文的研究奠定了理论基础。然后从实践的角度,以长沙市S社区为对象,对其公共文化服务供给现状展开研究,通过对实地调查研究结果的分析,总结出该社区在公共文化服务供给上取得的成就,存在的问题以及出现问题的原因。最后通过借鉴部分发达国家在建立社区公共文化服务供给模式上的不同经验,提出适应我国国情的对策,改变我国过去行政主导的单一供给模式,构建多元化的供给模式,即主要从供给理念、供给主体、供给方式、供给机制、供给资金、供给队伍等方面实现我国社区公共文化服务多元化供给模式的构建。本文通过文献研究法、调查研究法和案例分析法对我国城市社区公共文化服务供给模式展开了深入研究。本文以长沙市S社区为点,以点概面,希望能为更多区域的城市社区公共文化服务多元化供给模式的构建提供借鉴。
[Abstract]:Community is an important grass-roots organization of society. The construction of harmonious society can not be separated from the construction of harmonious community. The construction of harmonious community includes many aspects. The construction of community public service can be said to be the core of building a harmonious community. As a part of community public service, community public cultural service is directly related to the civilization construction of the community and the stability and harmony of the society. The supply level of community public culture is also an important standard to measure the level of urbanization, the degree of modernization and the quality of national culture and education in a country. Since the reform and opening up, China has begun to attach importance to the provision of community public cultural services. In particular, the supply of public cultural services in urban communities has been actively explored and some achievements have been made. However, the supply of public services in most areas is still a single supply model dominated by administration. With the development of the market economy in China, With the promotion of urban reform, the transformation of government management function and the diversification and individualization of spiritual and cultural demand brought by the enhancement of residents' subjective consciousness, the single supply mode in the past has been unable to adapt to the development of the society, resulting in a shortage of supply. Supply efficiency is low, funds and talents are scarce, residents' participation and satisfaction are not high, it is urgent to construct a new supply mode, that is, cooperative diversified supply mode to solve these problems. This article takes the urban community as the research object, aiming at the existing problems in the public culture supply of the urban community, puts forward the construction of the diversified supply mode, which is based on the social and economic development level of our country at the present stage. It has practical and social significance. Firstly, this paper comprehensively analyzes the related theories of public cultural services at home and abroad, and defines the concepts related to the supply mode of community public cultural services. From the point of view of practice, taking the S community of Changsha as the object, the present situation of the supply of public cultural services is studied, and the results of the field investigation are analyzed. The paper sums up the achievements, problems and causes of the community's public cultural service supply. Finally, it draws lessons from the different experiences of some developed countries in establishing the community public cultural service supply mode. Put forward the countermeasures to adapt to the situation of our country, change the single supply mode of our country's administrative leading in the past, construct the diversified supply mode, that is, mainly from the supply idea, the supply main body, the supply way, the supply mechanism, the supply fund, Supply team and other aspects to achieve the construction of a diversified supply model of community public cultural services in China. The investigation method and the case analysis method have carried on the thorough research to the urban community public cultural service supply pattern of our country. This article takes the Changsha S community as the point, takes the point general plane, The author hopes to provide reference for the construction of diversified supply mode of urban community public cultural service in more regions.
