新形势下提高全国人大代表履职能力研究

【摘要】：我国是人民民主专政的社会主义国家,国家的一切权力属于人民,全国人大代表即是人民选举出来的代表人民意志的群体,他们履职能力的高低直接关系到我国的人民代表大会制度的实效性。党的十八大以来,协调推进“四个全面”战略布局的新形势下,全国人大代表的履职能力的提高可以从提出议案、建议,审议议案报告和联系人民群众三个方面来谈。十二届全国人大代表提出议案、建议数量较多,关注面较广;在大会召开期间能够认真审议议案报告,参与国家的决策;闭会期间能够深入广大人民群众,积极反映社情民意。但是部分全国人大代表缺乏深入基层的调研,导致议案建议内容空洞,质量有待提高;在审议议案报告时,会前准备不足影响审议效果,没有充分行使监督权;在联系群众方面,部分全国人大代表群众意识不强,宣传和联络方式单一,有形式主义倾向。在协调推进“四个全面”战略布局的新形势下,全国人大代表可以通过做好调研工作,提高写作能力,关注社会发展的各个方面来提高提出议案建议能力;通过认清审议工作性质,合理使用质询罢免等强监督权力来提高审议议案报告的能力;通过树立群众意识,做好宣传工作,建立多种联络方式来提高联系人民群众的能力。
[Abstract]:China is a socialist country under the people's democratic dictatorship, and all state power belongs to the people. Deputies to the National people's Congress are the groups elected by the people to represent the will of the people. Their ability to carry out their duties is directly related to the effectiveness of the people's Congress system in our country. Since the 18 National Congress of the Party, under the new situation of coordinated promotion of the "four comprehensive" strategic layout, The improvement of NPC deputies' ability to carry out their duties can be discussed from three aspects: proposing motions, proposing proposals, reviewing proposals and connecting with the masses of the people. During the session of the National people's Congress, they can seriously consider the motion report and participate in the state's decision-making; during the intersessional period, they can go deep into the broad masses of the people and actively reflect the social situation and public opinion. However, some NPC deputies lack in-depth research and research at the grass-roots level. As a result, the contents of the proposals of the motion are empty and the quality needs to be improved; during the consideration of the report on the motion, insufficient preparation before the meeting will affect the effectiveness of the deliberations and will not fully exercise the power of supervision; in terms of reaching out to the masses, some NPC deputies will not have a strong sense of the masses. Under the new situation of coordinated promotion of the "four comprehensive" strategic layout, deputies to the National people's Congress can improve their writing ability by doing a good job of research and research. Pay attention to all aspects of social development to improve the ability to put forward proposals and suggestions; improve the ability of deliberating motion reports by recognizing the nature of deliberative work, rationally using the strong supervisory powers such as inquiry and recall; and by establishing mass awareness and doing a good job in propaganda work. Establish a variety of contacts to improve the ability to connect with the masses.
