SGI框架下欧盟公共服务一体化的价值基础建构及其推进策略

【摘要】：欧盟公民身份是欧盟推进公共服务一体化的价值基础,由六大维度、五十项事项而构成的权利目录清单所规约,以确保欧盟所有公民能够享受无差别的公共服务,并进一步成为支撑欧盟建构与发展的价值基础。随着SGEI和SSGI等术语逐步进入欧盟正式文件,SGI以公共服务一体化领域法律与政策专用术语的方式,替代"公共服务",成为欧盟成员国的共同语言,并建构了欧盟推进公共服务一体化的概念体系与基本框架。在SGI框架下,欧盟采取了建立与支持政策网络、推广质量原则和标准、利用财政与项目弥合区域内差距、优化行政过程、重视信息服务等推进策略,在实践中有力地支撑起了欧盟公共服务一体化进程。
[Abstract]:EU citizenship is the value base of the EU to promote the integration of public services. It is governed by a list of six dimensions and fifty items of rights to ensure that all citizens of the EU can enjoy public services without distinction. As terms such as SGEI and SSGI gradually enter the official documents of the EU, they use the terms of law and policy in the field of integration of public services in such a way as to support the construction and development of the European Union. Instead of "public service", it becomes the common language of EU member states, and constructs the conceptual system and basic framework of EU to promote the integration of public services. Under the framework of SGI, the EU adopts the establishment and support policy network. By popularizing quality principles and standards, utilizing finance and projects to bridge the gap within the region, optimizing administrative process and attaching importance to information services, the process of integration of public services in the European Union has been bolstered in practice.
