培育社会资本与建设社会主义协商民主

【摘要】：社会主义协商民主是中国共产党领导人民在长期的革命、建设、改革实践中,结合中国国情并借鉴人类政治文明的有益价值,为发展社会主义民主政治、推进国家治理体系和治理能力现代化而创造的一种重要民主形式。而社会资本是推动社会主义协商民主建设的坚强基石。信任、互惠、参与是社会资本和协商民主共同推崇的基本理念,协商民主的运作离不开协商主体之间的互信、合作、参与、宽容。通过重视社会组织建设和管理,借助政府和民间的力量,建立公民之间的互信关系,积极培育社会资本,可为社会主义协商民主的健康成长提供优良的土壤和社会环境。
[Abstract]:Socialist deliberative democracy is the long-term revolution, construction and reform of the people under the leadership of the Communist Party of China, in the light of China's national conditions and the beneficial value of human political civilization, in order to develop socialist democratic politics, An important form of democracy created by the modernization of the national governance system and governance capacity. Social capital is a strong foundation stone for promoting democratic building through socialist consultation. Participation is the basic concept shared by social capital and consultative democracy. The operation of consultative democracy cannot be separated from the mutual trust, cooperation, participation and tolerance among the consultative bodies. The establishment of mutual trust among citizens and the active cultivation of social capital can provide a good soil and social environment for the healthy growth of socialist consultative democracy.
