新形势下中朝关系走向及对策

【摘要】：中朝关系是中国与东北亚各国关系中最重要的组成部分之一。无论是历史上,还是在当下,中国与朝鲜一直有着很深的渊源。从中朝分别建国初期到21世纪初,中朝两国关系由原来的“意识形态”同盟逐步发展到“国家利益”存异。2011年,金正恩顺利接棒成为朝鲜最高领导人。新的形势下,中朝两国关系有过一段时间的“蜜月期”,然而并没有坚持多久,金正恩逐渐稳定政权之后,其倾向于强权政治的表现渐渐显露出来。朝鲜国内的发展态势对中朝关系产生了一定的影响,而影响中朝关系的最主要因素还是朝核问题和朝鲜半岛南北统一问题。对于朝核问题,中国主张朝鲜半岛无核化,坚持和平解决朝鲜核危机。中国一直把防止大规模杀伤性武器扩散和推动裁军作为自己的使命和目标。对于朝鲜半岛南北统一问题,中国呼吁朝鲜半岛相关各国在对话与协商的基础上客观、理性看待南北统一问题。中国强调尊重他国国家主权,绝不干涉他国内政,南北统一主要靠朝鲜和韩国两国共同努力去推动。中国在与朝鲜半岛上的朝鲜和韩国发展良好关系的同时,也注重与朝鲜半岛周边的俄罗斯、日本以及在该地区有特殊利益的美国发展友好关系,联合各相关国家一起致力于解决朝鲜半岛地区存在的问题。新形势下,中朝两国在关于朝核问题、朝鲜半岛南北统一问题以及与半岛周边各国关系上,在“国家利益”追求上都存在一定分歧。新形势下要想更稳妥更理想的处理好中朝关系,就要找准定位,同时要坚持半岛无核化,坚持和平处理朝鲜核危机,努力促成朝鲜半岛南北双方建立和平共处机制,注意加强国防建设,防止可能发生的区域冲突,保卫国家边境安全稳定。
[Abstract]:Sino-DPRK relations are one of the most important parts of the relations between China and Northeast Asian countries. Both in history and in the present, China and North Korea have deep ties. From the beginning of the founding of China to the beginning of the 21st century, The relationship between China and North Korea has gradually developed from an "ideological" alliance to a "national interest". In 2011, Kim Jong un succeeded in becoming the supreme leader of North Korea. China and North Korea had a "honeymoon" period in their relations, but it did not last long, after Kim Jong-un gradually stabilized his regime. Its tendency towards power politics has gradually become apparent. The development situation in the DPRK has had a certain impact on China-DPRK relations. The most important factor affecting Sino-DPRK relations is the nuclear issue of the DPRK and the issue of the North-South reunification of the Korean Peninsula. With regard to the nuclear issue of the DPRK, China advocates denuclearization of the Korean Peninsula. Adhere to a peaceful solution to the Korean nuclear crisis. China has always made preventing the proliferation of weapons of mass destruction and promoting disarmament its mission and goal. China calls on relevant countries on the Korean peninsula to treat the issue of North-South reunification objectively and rationally on the basis of dialogue and consultation. China stresses respect for the sovereignty of other countries and will not interfere in their internal affairs. While developing good relations with the DPRK and South Korea on the Korean Peninsula, China also pays attention to Russia around the Korean Peninsula. Japan and the United States, which have special interests in the region, develop friendly relations and work together with relevant countries to resolve the problems existing in the Korean Peninsula. In the new situation, China and the DPRK are working on the Korean nuclear issue. There are certain differences in the pursuit of "national interests" on the issue of the reunification of the North and the South of the Korean Peninsula, as well as on relations with the countries around the peninsula. In the new situation, if we want to handle China-DPRK relations more safely and ideally, we must find a correct position. At the same time, it is necessary to persist in denuclearization of the peninsula, peacefully handle the Korean nuclear crisis, strive to promote the establishment of a peaceful coexistence mechanism between the north and the south of the Korean peninsula, pay attention to strengthening national defense construction, prevent possible regional conflicts, and safeguard the security and stability of the state's border.
