集中居家养老模式及相关对策探析

【摘要】：中国老龄化社会加快和未富先老的严峻形势,使我们必须积极探索开拓养老途径和渠道,集中居家养老模式无疑是非常值得探求的养老模式,通过政府主导、社会参与,适用于有一定条件和能力的老年群体,并逐步向更多老年群体推开。该模式与现有其他养老模式相比具有明显的优势,并可作不同种类的划分,其中商业型、综合型和公益型是其最主要的三种类型。作为一种全新的养老模式,其间必然涉及诸多的观念、资金、政策和法律等问题,值得深入研究,以提出相应的对策和方案。其中,观念问题可通过宣传、氛围营造以及有效运营来转变;资金则需要拓展多元化渠道和途径来解决,关键在于政府的支持;政策问题需要政府及相关部门积极调研、设计和论证,加大倾斜性支持力度,完善相关文件,及时出台相应措施,建立并完善政策支持体系,扩大政策引导和政策影响空间;法律方面则要通过完善老年法体系,强调关键节点上的有效调整和衔接并做到及时立法,加速从政策到法律的转化过程,以实现政策法律化,以及加大法律框架下的积极探索来实现。
[Abstract]:China's aging society is speeding up and aging before becoming rich, so we must actively explore ways and channels to provide for the aged. The centralized home old-age pension model is undoubtedly a very worthy old-age pension model, leading by the government and participating in the society. It is suitable for the elderly population with certain conditions and abilities, and is gradually pushed to more elderly groups. This model has obvious advantages compared with other existing pension models, and can be divided into different types, among which the commercial type, Comprehensive type and public welfare type are the three most important types. As a new old-age model, there are bound to be a lot of ideas, funds, policies and laws and so on, which are worthy of further study in order to put forward corresponding countermeasures and schemes. Concept problems can be changed through publicity, atmosphere building and effective operation; funds need to be solved through diversified channels and channels, and the key lies in government support; policy issues need active investigation, design and demonstration by the government and related departments. We should increase the degree of slanting support, perfect the relevant documents, timely issue corresponding measures, establish and perfect the policy support system, expand the policy guidance and policy influence space; in the legal aspect, we should improve the old age law system, Emphasis is placed on the effective adjustment and convergence on the key nodes and timely legislation to accelerate the process of transformation from policy to law in order to realize the legalization of policy and to increase the positive exploration under the legal framework to realize it.
