梅江区残疾人就业问题与对策研究

【摘要】:解决残疾人就业,关注残疾人生活保障是建设中国小康社会的重要课题。在中国,残疾人就业的相关政策制定、就业培训管理、就业安置等方面还存在诸多的不足,关于残疾人生活保障问题还处于探索阶段。受残疾人群体自身条件的限制,社会对残疾人的认识偏差等方面的因素的影响,残疾人就业更是难上加难。解决残疾人就业问题,对残疾人家庭的经济收入及家庭成员之间关系的改善都有重要的作用,更是维持社会秩序稳定的助力器,是社会公平的标志。本文以梅州市梅江区的残疾人作为研究对象及样本,研究发现梅江区残疾人就业的社会保障政策、残疾人用人单位及残疾人的自身三个方面都存在问题。首先,政府就业保障政策不健全,政策执行中缺乏监督管理机制;其次,用人单位提供给残疾人可以上岗的职位少,残疾人获得工作岗位的通道较窄,用人单位对来应聘的残疾人存在歧视;再者,残疾人自身存在就业的心理障碍,文化水平低,缺少必要的劳动技能。存在问题的原因主要包括:其一,残疾人就业保障政策的立法起步较晚,对立法的重视度不够;其二,用人单位为了避免不必要的麻烦,不愿意为残疾人专门设置岗位,同时,政府对用人单位聘用残疾人补助较少,利益驱使导致用人单位不愿意招聘残疾人;其三,缺少残疾人就业心理辅导的机构;缺乏残疾人就业技能培训体系。因此,本文从政府的相关政策、残疾人用人单位及残疾人的自身三个方面提出建议。首先,修订完善有关残疾人就业的保障政策,从制度层面保障残疾人就业及其影响就业的教育、培训、康复等各种服务;其次,提高聘用残疾人就业的用人单位补助,加强相关聘用政策宣传,改善社会及用人单位对残疾人方面的偏见,采用政府主导残疾人就业服务的机制,引导用人单位为残疾人提供更多的可上岗职位选择;再者,成立残疾人就业心理、生理辅导机构,建立全面的残疾人就业、创业技能培训体系,提升残疾人的就业能力。
[Abstract]:Solving the employment of the disabled and paying attention to the life security of the disabled is an important issue in building a well-off society in China. In China, there are still many deficiencies in the formulation of policies related to the employment of the disabled, the management of employment training, the placement of employment, and so on. The issue of the livelihood and security of the disabled is still in the exploratory stage. Affected by the limitations of the conditions of the disabled groups themselves and the deviation in understanding of the disabled in society, it is even more difficult for the disabled to obtain employment. The problem of employment for the disabled is even more difficult. It plays an important role in improving the economic income of families with disabilities and the relationship between family members, and it is also a booster for maintaining social order and stability. This paper takes the disabled in Meijiang District of Meizhou City as the research object and sample, and finds out the social security policy of employment of the disabled in Meijiang District. The employing units of persons with disabilities and their own three aspects have problems. First, the employment security policy of the government is not perfect, and there is a lack of supervision and management mechanism in the implementation of the policies. Secondly, the employing units provide persons with disabilities with fewer positions to take up posts. Persons with disabilities have narrow access to jobs, employers discriminate against disabled persons who apply for employment; moreover, persons with disabilities themselves have psychological barriers to employment and a low level of education. Lack of necessary labor skills. The main reasons for the problems include: first, the legislation of employment security policy for persons with disabilities started relatively late, the degree of attention to legislation is not enough; second, in order to avoid unnecessary trouble, employers, At the same time, the government has less subsidy for employing persons with disabilities, which leads to the employers not willing to recruit persons with disabilities; third, the lack of psychological counselling institutions for the employment of persons with disabilities; Therefore, this paper puts forward some suggestions from the government's related policy, the disabled employment unit and the disabled person's own three aspects. First of all, revise and perfect the safeguard policy about the disabled person's employment. At the institutional level, the employment of the disabled and the education, training, rehabilitation and other services that affect the employment of the disabled are guaranteed. Secondly, the employer subsidy for employment of the disabled is increased, and the relevant employment policy propaganda is strengthened. To improve the prejudice of society and employers towards persons with disabilities, to adopt the mechanism of government leading employment services for persons with disabilities, and to guide employers to provide more job options for persons with disabilities; moreover, to establish the psychology of employment for persons with disabilities. Physiological counseling institutions, the establishment of a comprehensive disabled employment, entrepreneurial skills training system to enhance the employability of the disabled.
