【摘要】：继我国家庭联产承包责任制之后,关于农村社区的建设与治理成为了我国新一轮的探求农村社会的建设和发展的重大的、战略性命题。我国城乡发展长期处于不均衡的状态,广大农村地区的公共服务建设与基础设施配套与城市地区存在较大差距,农村引入社区的概念,并实行农村社区化是对我国统筹城乡发展与城乡基本公共服务均等化目标实现的有益探索。其中,关于社区治理的研究是研究社区问题的重要内容,而社区治理模式的合理选择及优化直接关系到农村社区的持续健康发展,因此,关于农村社区治理模式的研究具有重大意义。本文将基于我国农村社区治理取得的成就进行科学的总结,进行进一步的研究及深化,结合新的实际形势,对现有不同农村社区治理模式进行比较分析,并结合具体案例的实践分析,发现其各种社区治理模式存在的问题与不足,从而对现有农村社区治理模式进行完善、优化。本文共分为六章：第一章为导论,简要介绍了研究背景与意义、国内外研究综述等内容。第二章为相关概念简介和理论基础,分别介绍了社区治理理论、善治理论、社区自组织理论等,这为后面不同类型农村社区治理模式的比较分析,以及农村社区治理模式的选择与优化提供了理论依据。第三章分别介绍了国内外成功的农村社区治理经验,国外主要对美国自治型社区治理模式、新加坡行政型型社区治理模式和日本混合型社区治理模式进行研究,国内主要是对中山市农村社区治理模式、苏南农村社区治理模式、上海“镇管社区”治理模式进行研究,通过借鉴先进案例的成功经验来更好的选择和优化不同类型农村社区的治理模式。第四章介绍了我国农村社区建设现状,以及通过对普通型农村社区、城镇型农村社区、城市郊区社区等不同类型农村社区治理的主体、内容与效果以及社区公共服务供给的内涵与路径的具体比较分析。第五章对安徽省淮北市榴园社区进行实践分析,主要分析了榴园社区的现状以及榴园社区治理模式的评价。继而引出第六章对农村社区治理模式选择与优化的研究,重点阐述了农村社区治理模式的选择,以及对普通型农村社区、城镇型农村社区、城市郊区社区等不同类型农村社区治理模式的优化以及对全文的总结与展望,客观的总结前文比较分析得出的结论与建议,希望可以为安徽省乃至全国农村社区建设做出一份贡献。
[Abstract]:Following the household contract responsibility system in China, the construction and governance of rural communities has become a major, strategic proposition in the new round of rural social construction and development. The development of urban and rural areas in China has been in an unbalanced state for a long time. There is a big gap between the construction of public services and infrastructure in rural areas and the urban areas, so the concept of community is introduced into rural areas. It is a beneficial exploration to realize the goal of balancing urban and rural development and the equalization of urban and rural basic public services in China. Among them, the research on community governance is an important part of the study of community issues. The reasonable choice and optimization of community governance mode is directly related to the sustainable and healthy development of rural communities. It is of great significance to study the mode of rural community governance. Based on the achievements of rural community governance in China, this paper will carry out further research and deepening, combining with the new actual situation, Through the comparative analysis of different rural community governance models and the practical analysis of specific cases, the problems and shortcomings of various community governance models are found, so as to perfect the existing rural community governance models. This paper is divided into six chapters: the first chapter is the introduction, briefly introduces the research background and significance, the domestic and foreign research overview and so on. The second chapter is the related concept brief introduction and the theory foundation, respectively introduced the community governance theory, the good governance theory, etc. Community self-organization theory and so on. This is the comparative analysis of different types of rural community governance model. And the selection and optimization of rural community governance model provide theoretical basis. Chapter three introduces the successful experience of rural community governance at home and abroad. The administrative community governance model in Singapore and the mixed community governance model in Japan are studied. In China, the rural community governance model in Zhongshan City, the rural community governance model in southern Jiangsu Province, and the governance model of "Town Management Community" in Shanghai are studied. Through learning from the successful experience of advanced cases to better choose and optimize the governance model of different types of rural communities. Chapter four introduces the current situation of rural community construction in China, and through the common rural communities, urban rural communities, The main body, content and effect of different types of rural community governance, as well as the specific comparative analysis of the connotation and path of community public service supply. Chapter five analyzes the practice of Huai Bei City, Anhui Province, in the fifth chapter. This paper mainly analyzes the present situation of the hoover community and the evaluation of the governance mode of the hoover community, and then leads to the study of the selection and optimization of the rural community governance model in chapter 6, and focuses on the choice of the rural community governance model. As well as the optimization of different types of rural community governance model, such as ordinary rural community, urban rural community, urban suburban community and so on, as well as the summary and prospect of the full text, the conclusion and suggestion of the above comparative analysis of the objective summary, Hope to make a contribution to the rural community construction of Anhui province and even the whole country.
