新疆克拉玛依市残疾人托养服务状况研究

【摘要】：残疾人托养服务是残疾人社会保障体系和服务体系的重要组成部分,开展残疾人托养服务是提高残疾人生活质量和生活水平的客观要求,也是促进残疾人事业发展以及构建和谐社会的必然要求。目前我国残疾人托养服务在发展过程中出现了很多问题,使得残疾人托养服务工作举步维艰。因此,完善残疾人托养服务是发展残疾人托养服务工作的必然要求。本研究以克拉玛依市为例,采用文献研究法对残疾人托养服务相关理论进行梳理分析;通过访谈法向克拉玛依市托养残疾人、残联负责人以及托养机构负责人了解具体情况,总结出克拉玛依市残疾人托养服务的真实现状;通过问卷调查和实地调研法获得有关新疆及克拉玛依市残疾人托养服务现状的第一手资料,并采用SPSS统计软件对问卷数据进行统计分析以了解托养机构的情况及托养残疾人的满意度;对克拉玛依市残疾人托养服务现状及满意度进行分析,探索出影响残疾人托养服务工作满意度的因素,总结出残疾人托养服务工作存在的各种问题与不足,并尝试性提出完善克拉玛依市残疾人托养服务的对策建议,以针对性地做好残疾人托养服务工作开创有利条件,从而更好地推进克拉玛依市残疾人托养服务建设。经过分析后,笔者认为目前克拉玛依市残疾人托养服务建设不完善,机构托养服务和居家托养服务都存在着发展困境,而以社区日间照料为主体的服务尚未建立。针对当前环境,为完善克拉玛依市残疾人托养服务建设,笔者提出应努力提高克拉玛依市残疾人证领证率,加大对残疾人的托养服务供给;尽快构筑起居家托养服务网络化;破除瓶颈,完善克拉玛依市机构托养服务以及探索并发展社区日间照料这些措施,为克拉玛依市残疾人托养服务提供意见和建议。
[Abstract]:The care service for the disabled is an important part of the social security system and the service system for the disabled, and the development of the care service for the disabled is an objective requirement for improving the quality of life and the standard of living of the disabled.It is also the inevitable requirement to promote the development of the disabled and to build a harmonious society.At present, there are many problems in the development of care service for the disabled in our country, which makes the care service for the disabled difficult.Therefore, the improvement of care services for the disabled is an inevitable requirement for the development of care services for the disabled.This study takes Karamay City as an example, uses the literature research method to comb and analyze the relevant theories of the care service for the disabled; through the interview method, we can find out the specific situation of the disabled persons, the responsible persons of the disabled persons' association and the heads of the care institutions in Karamay City.Summarizing the real situation of the care service for the disabled in Karamay, obtaining first-hand information about the present situation of the care service for the disabled in Xinjiang and Karamay by questionnaire survey and field investigation.In order to understand the situation of the care institution and the satisfaction of the care disabled, the author analyzes the present situation and the satisfaction of the care service of the disabled in Karamay, using the statistical software of SPSS to analyze the data of the questionnaire.This paper explores the factors that affect the job satisfaction of the care service for the disabled, summarizes the problems and shortcomings existing in the care service for the disabled, and tries to put forward some countermeasures and suggestions to improve the care service for the disabled in Karamay.In order to promote the construction of care service for the disabled in Karamay, we should create favorable conditions to do well the care service for the disabled in order to promote the construction of care service for the disabled in Karamay.After analysis, the author thinks that the construction of care service for the disabled in Karamay is not perfect at present, there are difficulties in the development of institutional care service and home care service, but the service with community day care as the main body has not yet been established.In view of the current environment, in order to perfect the construction of care service for the disabled in Karamay, the author puts forward that we should try our best to improve the rate of obtaining the certificate for the disabled in Karamay, increase the supply of the care service for the disabled, and build up the network of the care service at home as soon as possible.To overcome the bottleneck, improve the institutional care services in Karamay City and explore and develop the community day care measures to provide advice and suggestions for the care services for the disabled in Karamay City.
