南昌市Q社区公民参与下的社区治理研究

【摘要】：目的:从理论意义上讲,当前国内外的学者都就社区治理的问题进行了不同程度的研究,但在公民参与社区治理的微观研究领域当中,相关的专项理论较少。国内的学者仍将研究重点放在了社区治理以及借鉴国外社区治理当中,缺少以实证研究专项研究公民参与社区治理之间的关系。本文结合了公民参与理论以及社区治理理论等理论成果,以南昌市Q社区为例,进一步探讨公民参与社区治理的现状以及对策等,弥补了当下理论研究的空白。从现实意义上看,当下社区治理的主动权从政府手中回归到社区中,由公民获得更多的权利和利益。研究公民参与社区治理的问题有利于加快我国社区的转型,为公民参与社区治理、决策等打通渠道,消除障碍,通过社区治理的民主化来推进我国民主政治的发展进程,使社区真正为人民提供服务。本文结合了政治学、社会学以及公共管理学等学科的知识,将研究的核心等从公共治理理论以及公共品理论蔓延至公民参与理论以及社区治理理论,对公民参与社区治理的问题进行更为全面、系统、科学的研究。为了更加科学严谨的对本论题进行研究,本文将基础理论知识与案例分析相结合,旨在将理论应用于实践并指导实践,同时用现实的案例来补充理论研究。综合运用了文献研究法、案例分析法、问卷调查法以及访谈法等多种研究方法,来对问题进行全面的研究。本文首先对公民参与、社区以及治理等概念进行明确的界定,并将相关理论做出了基本的解析和介绍。此外,本文以南昌市Q社区为案例进行研究,以个案分析的方法对Q社区公民参与社区治理的现状进行描述,并从思想、组织、制度以及现实四个方面对造成其现状的原因进行分析,结合以美国、香港、新加坡为代表的发达国家或地区的社区治理模式以及治理经验,对提高Q社区内公民参与社区治理的积极性、改善现状等方面提出建议。经过本文的研究,基本可以得出以下几个结论:在社区中,社区居民最基本的组成元素。在社区的治理过程中,公民的参与问题始终是贯穿整个发展阶段的最重要的问题。但要加强公民的参与意识并不是在短时间内就能够完成的事情,需要长期在民主政治的环境下进行公民意识的强化,鼓励越来越多的公民有意识的参与到社区治理当中。经过对南昌市Q社区的实地调查,发现Q社区在公民参与的问题上存在着一定的问题。在Q社区中,普遍存在着公民参与意识不强、参与的形式较为单一、参与的维度层次不一以及参与效果不明显的现状问题。造成这些问题的深层次原因包括了思想层面、组织层面、制度层面以及现实困境等。本文认为,要想促进社区治理中的公民参与,就需要引导公民意识觉醒,培育社区共同体,让社区居民有意识的、自觉主动的正确行使自己的权利,将社区看作是一个共同体。同时,也需要完善基层组织,健全社区“公民社会”,对社区组织的架构、权力以及基础设施等方面进行完善。要重整社区权力体系,厘清权责边界,在立足公民诉求的基础上,优化社区模式。
[Abstract]:Objective: from the theoretical point of view, the current domestic and foreign scholars have studied the issue of community governance in different degree, but the citizen participation in community governance micro research field, special theory is less relevant. The domestic scholars still focus on the study of community governance and foreign community governance, the lack of the empirical Research on the special research of citizen participation in community governance relationship between. This paper combines the theory of citizen participation and community governance theory, taking Nanchang Q community as an example, to further explore the citizen participation in community governance status quo and countermeasures, to make up for gaps in current theoretical research. From the perspective of practical significance, the current initiative community governance from the hands of the government to return to the community, to obtain more rights and interests by citizens. The problem of citizen participation in community governance is conducive to speed up China Community transformation, citizen participation in community governance, decision-making and other open channels, eliminating barriers through community governance democratization process in China to promote the development of democratic politics, the community really provide services for the people. This paper combines the knowledge of political science, sociology and science of public management, the core of this research. From the theory of public governance and public goods theory spread to the theory of citizen participation and community governance theory, more comprehensive, system of citizen participation in community governance and scientific research. In order to more rigorous scientific research on this topic, this paper will analyze the basic theory and case combination, to apply theory to practice and guide the practice, simultaneously with the reality of the case to complement the theoretical research. The integrated use of the literature research method, case analysis method, a variety of research questionnaires and interviews etc. Method to conduct a comprehensive study of the problem. Firstly, citizen participation, clear definition and concept of community governance, and the related theory to make a basic analysis and introduction. In addition, this paper takes Nanchang Q community as a case study, the status quo with the method of case study on Q community citizen participation in community governance the description, and from the thought, organization, analysis of the causes of the current situation of the system and reality four aspects, combined with the United States, Hongkong, the community governance model of Singapore as the representative of the developed countries or regions and management experience, to enhance the enthusiasm of citizens within the Q community to participate in community governance, to improve the situation put forward the suggestions. Through this study, can draw the following conclusions: in the community, the most basic elements of the community residents.
