新世纪以来印度裔政治游说有效影响美国南亚政策的原因研究

【摘要】：20世纪60年代和90年代美国两度修改移民法以鼓励技术性移民迁入。受益于此类改革,在科教方面成就斐然的美国印度裔群体规模迅速扩大,现已形成较大规模的政治力量。由于其浓烈的故土情结,印裔群体极为热切地为母国印度的利益在美国政界“奔走呼号”四处游说,影响着美国南亚政策的制定和美印关系发展。由此,该群体如何建构其政治影响力成为一个亟待研究的问题。本文通过对印裔的群体特点和新世纪以来的诸多政治表现进行研究,提炼并分析了该群体之所以能对外交政策制定产生影响的根本原因。本文第一章探究该群体特点时,较多采用量化分析。各项数据呈现出一个坐拥大量财富、政治参与度高且与原籍国藕断丝连的印裔形象。案例研究贯穿本文的第二,三两章。新型动员模式——“政治活动委员会”(PAC)模式的采用使得该群体在自2008年以来的“反巴基斯坦”运动取得瞩目成效。务实的游说策略——“结盟游说”也使得该群体避短扬长,鼓动各利益攸关方共同游说。凭此策略,印裔群体在2005-2008三年间成功游说美国会通过备受争议的《美印民用核协议》。对比分析在本文亦有体现。第二章对比了印裔在80和90年代采用的旧有模式和新型模式的优缺点,论证了PAC模式真正促进了印裔群体各分散政治势力的强大聚合。此外,本文还通过比较印裔群体和犹太裔群体的异同,解释印裔在后者经验基础之上的策略调试和创新,并佐证了“结盟游说”在可预见未来仍将是印裔群体的必然选择。经研究,可以发现,1)卓越的生态属性、2)成熟高效的政治动员模式、3)务实的游说策略是印裔群体建构起强大政治影响力的根本因素;其富有成效的游说促使新世纪以来美国的南亚政策制定更为偏向印度,并在美印双边关系良性快速发展发挥建设性作用。三者的有效互动,加之印裔人口规模在美国迅速扩大,将使得该群体的游说能力望以色列游说集团之项背。
[Abstract]:The United States in 1960s and 90s twice amended the immigration law to encourage technical immigration. Benefit from this kind of reform in science and technology achievements of the India American population has expanded rapidly, has formed a larger political power. Because of its strong native complex, Indian population is very eager for the home India's interest in American politics "lobbying influence go hither and thither to call for" American South Asia policy and India relations development. Therefore, how to construct the political power of the group has become a problem to be solved. Through the research of many political group characteristics and the new century of Indian since the performance, refining and analysis of the group has been able to develop fundamental the impact of foreign policy. In the first chapter, the research group characteristics, more use of quantitative analysis. The data showed a A huge wealth, political participation is high and the country of origin ouduansilian Indian image. A case study through the second, 32 chapters. The new Mobilization Mode -- "political action committee" (PAC) model makes use of the group made remarkable achievements in since 2008 "anti Pakistan movement. Pragmatic lobbying strategy:" alliance lobby "also makes the group short advantage, encouraged to lobby all stakeholders. With this strategy, the Indian group lobbied successfully in 2005-2008 for three years through the controversial" US India civil nuclear deal.
