社区居家养老服务多元供给主体治理困境及其应对

【摘要】：当前社区居家养老服务在实践中积极创新治理方式,政府、社会组织及市场等多元主体共同治理逐步成为各地养老服务供给的必然路径。然而考虑到当前多元主体共同治理发展的初期性,其发展中还存在诸多困境,既体现在各个主体自身在治理中的定位及成熟度,也体现在不同主体间关系的建构上。具体包括:政府角色由传统的福利生产者转向规划者、购买者和监督者,但在新的角色承担中还面临规划权威性及可执行性差、资金使用效率低、缺乏有效可行的监督机制等难题;市场在服务治理中难以发挥在资源配置中的决定性作用;社会组织数量少,发展空间有限,还未成为自主性供给主体;而多元主体间的互动、合作更是不成熟,合作网络未生成,主体间也未构建起良性的伙伴关系。面对如此的困境,要正确界定各主体角色及职能,并积极构建多元主体间良性的伙伴关系,从而形成多元主体良性治理的局面。
[Abstract]:At present, the community home pension service actively innovates the governance way in the practice, the government, the social organization and the market and so on multivariate main body governance gradually becomes the local pension service supply inevitable path step by step.However, considering the initial development of multi-subject governance, there are still many difficulties in its development, not only reflected in the positioning and maturity of each subject in governance, but also in the construction of the relationship between different subjects.These include: the role of government shifts from traditional welfare producers to planners, buyers and supervisors, but in the new role it faces poor authority and execution of planning, low efficiency in the use of funds,Lack of effective and feasible supervision mechanism and other difficulties; market in service governance is difficult to play a decisive role in the allocation of resources; the number of social organizations is small, the space for development is limited, and has not yet become the main body of independent supply;Cooperation is not mature, the cooperation network has not been formed, and there is no good partnership between the main bodies.In the face of such a dilemma, we should define the roles and functions of the various subjects correctly, and actively construct a benign partnership between the pluralistic subjects, thus forming the situation of the benign governance of the pluralistic subjects.
