北极治理变革与中国的参与选择——基于“利益攸关者”理念的思考

【摘要】：北极冰雪融化的加速,不仅增加了其资源开发和航道开通的前景,也再次唤起了该地区一度沉静的地缘政治竞争,更加剧了国际社会对北极生态环境恶化的普遍担忧。由于其体系的封闭性、结构的不平衡和机制的碎片化,现有的北极治理难以有效应对日益复杂的挑战。基于现有改革方案的不足和北极与全球日益密切互动的事实,"利益攸关者"理念有助于缓解由于身份排斥而引发的各种问题,增强北极资源动员能力,提升北极治理的合法性与效能。当然,也为中国参与北极治理提供更强有力的依据。
[Abstract]:The accelerated melting of Arctic ice and snow not only increases the prospects of resource development and waterway opening, but also rekindles the once quiet geopolitical competition in the region, and further heightens the widespread international concern about the deterioration of the Arctic ecological environment.Due to its system closure, structural imbalance and fragmentation of the mechanism, the existing Arctic governance is difficult to effectively meet the increasingly complex challenges.Based on the shortcomings of existing reform programmes and the fact that the Arctic is increasingly interacting with the world, the concept of "stakeholders" has helped to alleviate the problems arising from identity exclusion and to enhance the ability of the Arctic to mobilize resources,Enhance the legitimacy and effectiveness of Arctic governance.Of course, it also provides a stronger basis for China's participation in Arctic governance.
