我国医养结合养老服务的典型模式及优化策略

【摘要】：医养结合作为一种新型健康养老模式,是我国未来养老服务的发展方向。在先行试点城市探索过程中,涌现了以青岛、上海、苏州为代表的三种典型实践模式。三种实践模式在医养资源融合、激励机制、组织保障等方面积累了有益经验,但尚存在诸多障碍。推进医养结合的策略在于:构建多元化筹资机制和统一支付平台;建立以社区为支持平台的综合化服务体系;构建政策支持体系;建立统一、有效的行政协调机制。
[Abstract]:As a new health pension model, the combination of medical and nursing is the development direction of pension service in China in the future.In the process of pilot city exploration, three typical practice models, such as Qingdao, Shanghai and Suzhou, emerged.The three practical models have accumulated beneficial experience in the aspects of integration of medical and feeding resources, incentive mechanism and organizational guarantee, but there are still many obstacles.The strategies of promoting the combination of medical and maintenance are: to build a diversified financing mechanism and unified payment platform; to establish a comprehensive service system based on community support platform; to build a policy support system; to establish a unified and effective administrative coordination mechanism.
