合肥市中心社区失地农民市民化问题研究

【摘要】：失地农民问题自古就有,与过去阶级剥削造成的失地不同,当下失地农民问题是因为我国经济的快速发展,城镇化的快速推进导致的。城市化的不断推进以及工业的快速发展,对土地产生了越来越大的需求,致使许多原本属于农村农业用地被征用,这些被征用土地的农民,失去了土地的依靠,不得不进入城市生存。他们与拥有土地而进入城市务工的流动农民相比,没有了土地可以耕种,缺乏了土地所给予的保障；他们与传统的农民相比,在收入来源、生活方式、户籍上又有明显的不同,有向城市居民转变的趋势。然而,与城市市民相比,他们在生产生活方式上又具有明显的乡土气息,很难适应城市快节奏的生产生活方式,因而不能迅速的融入城市。失地农民来自于传统的农村社会,有着根深蒂固的传统小农思想,又受到客观现实的影响,不得不接受城市文明。失地农民向市民转化的过程,不仅是身份的转变,也是公民权利、经济条件、社会互动等各方面向城市化转化的过程。当下,我国正经历着全球最大规模的城市化发展进程。随着城市化的推进,出现了大量的失地农民。失地农民问题如果解决不好将会产生许多社会问题,影响国家的和谐稳定,对失地农民市民化问题研究显得非常重要。因此本文作者集中关注失地农民市民化问题,结合所学理论和实地问卷调查结果,分析问题,提出自己的一些观点,希望能对我国城镇化发展做出些许贡献。合肥市近年来依靠中央的政策倾斜和自身优越的区位条件,坚持工业立市战略,经济得到了较强增长,城市用地规模不断扩大,市区边缘地带的大量近郊土地被政府征用,出现了数目庞大的失地农民。本文通过对合肥市近郊中心社区的实地问卷调查,结合构建的失地农民市民化评价指标体系,对该社区的农民市民化程度进行计算,阐述该社区失地农民市民化的现状,并结合经济学、管理学理论对农民市民化的问题、障碍及成因进行分析,最后,提出促进社区失地农民市民化的对策。
[Abstract]:The problem of landless peasants since ancient times, unlike the past class exploitation caused by the landless, present the problem of landless peasants is because of China's rapid economic development, the rapid advance of urbanization in the city. The landless peasants from the traditional rural society, deeply ingrained traditional peasant ideology, is affected by the objective reality, have to accept the city civilization. The transformation process of landless peasants to citizens, not only is the identity change, and civil rights, economic conditions, various aspects of social interaction to the city transformation process. At present, our country is experiencing the process of development of the world's largest city. With the advance of the city, the emergence of a large number of landless farmers. The farmers lost problems if not resolved will produce a lot of social problems, affect the harmony and stability of the country, very to study on the problem of landless peasants is the public. So the author focuses on the problems of landless farmers, combined with the theory and field survey results, analysis of Q Questions, put forward their own views, hoping to make some contribution to the development of China's urbanization. Relying on central policy and its superior geographical conditions of Hefei city in recent years, adhere to the strategic industrial city, economy has been strong growth, city land scale is continually expanding, a large number of suburban urban fringe land by the government the acquisition, a large number of landless peasants. Based on the field survey of the suburbs of Hefei city community center, combined with the construction of the landless peasants' citizenization evaluation index system of urbanization process in the community is calculated, explains the current situation of the landless farmers in the community residents, and combined with the theory of economics, management the problems of peasants' citizenization, obstacles and causes are analyzed, finally, put forward some countermeasures to promote the public community of landless peasants.
