文莱“2035宏愿”与“一带一路”的战略对接研究

【摘要】："2035宏愿"是文莱提出的国家发展战略,有着维护其国内政治稳定、加强地区安全、实现经济多元化和打造区域经济中心的多重考量。在发展中文两国关系上,"一带一路"倡议和"2035宏愿"的战略对接得到了两国最高领导人的肯定,并且有望在基础设施建设、科技、农业和第三产业领域展开广泛的合作。此外,两国的战略对接有助于双方更好地应对来自非传统安全领域的挑战,对妥善解决南海问题,维护地区的和平与稳定有着重要意义。另一方面,两国战略对接的不确定性因素主要来自文莱经济增长的放缓,地区贸易规则的变化以及其国内推行的"伊斯兰教法"可能产生的制约。
[Abstract]:"2035 Vision" is a national development strategy put forward by Brunei. It has many considerations to maintain domestic political stability, strengthen regional security, realize economic diversification and build regional economic center.In developing Sino-Chinese relations, the "Belt and Road" initiative and the "2035 Vision" strategy have won recognition from the top leaders of the two countries and are expected to develop extensive cooperation in infrastructure construction, science and technology, agriculture and the tertiary industry.In addition, the strategic docking between the two countries will help the two sides better deal with the challenges from non-traditional security areas, and play an important role in properly resolving the South China Sea issue and maintaining regional peace and stability.On the other hand, the uncertainty of the strategic linkage between the two countries is mainly due to the slowdown in economic growth, the changes in regional trade rules and the possible constraints of the Islamic Shariah in the country.
