湘阴县农村养老机构发展对策研究

【摘要】：“未富先老”是中国的基本国情,同时,中国的人口老龄化与工业化、城镇化相伴随,老龄问题的严峻性是世界上少有的。我国老龄问题的中心和难点在农村,国家应对人口老龄化战略研究表明,我国农村人口老龄化的程度已经达到15.4%,比全国13.26%的平均水平高出2.14%,高于城市化老龄化程度。由于农村物质基础比较薄弱,农村老人的社会福利和保障待遇较低,农村人口老龄化面临的问题更加严峻。农村人口更是典型的未富先老、未备先老和孤独终老,需要提前从战略上应对。可预见未来几十年农村将遭遇人口老龄化大潮的冲击,农村养老机构是农村养老工作的重要载体和平台,它的健康发展能保障老年人生活的稳定,促进家庭和睦、化解人口老龄化带来的不利影响及促进社会和谐稳定。在研究中,本文遵循理论研究和实地调研相结合的方法,比如文献资料法、问卷调查法、访谈法,对湘阴县农村养老机构进行调查分析。本文共分为七部分。论文第一章是绪论部分,包含研究的背景、目的及意义、国内外研究现状、研究思路和方法。第二章为文章中是相关概念和理论基础的概述。第三章是对湘阴县农村养老机构发展现状进行了概述,进而分析概括第四章中其在发展中的存在的问题与困难,通过借鉴第五章中提到的国内农村养老机构建设比较成功案例的经验,并结合湘阴县的实际情况,在第六章提出了完善湘阴县农村养老机构的指导对策,为农村养老机构的更好发展提出切实可行的参考建议。第七章是结论与展望部分。通过总结全文,进而指出后续性研究方向。旨在能够促进湘阴县农村养老机构问题的合理解决,有效推进农村养老机构的建设和健康发展,提高入住老人的满意度,增加农村养老机构的入住率和提高农村老年人和整个社会老年人的生活质量。本文对于湘阴县农村养老机构的研究,由于时间、精力有限,研究对象和样本数量偏少,所搜集、整理的数据有限,在分析过程中存在不少不足,比如分析理论不够全面、分析问题不够深入、数据资料不够齐全,这也导致得出的结论可能存在些偏差,在今后的研究中将选取更多的研究对象及样本数量,希望各位老师提出宝贵意见!
[Abstract]:"getting old before getting rich" is the basic national condition of China. At the same time, the aging of China's population is accompanied by industrialization and urbanization, and the problem of aging is a rare problem in the world.The central and difficult point of the aging problem in China lies in the countryside. The research on the national strategy of coping with the aging of the population shows that the degree of the aging of the rural population in our country has reached 15.44%, which is 2.14% higher than the average level of 13.26% of the whole country, and higher than the degree of the aging of the urbanization.Because of the weak material foundation in rural areas and the low social welfare and security treatment of the rural elderly, the problems faced by the aging of the rural population are even more severe.The rural population is typical to be old before becoming rich, old and lonely, so it needs to be dealt with strategically in advance.It can be predicted that the rural areas will encounter the impact of the aging population in the coming decades. The rural old-age care institutions are the important carriers and platforms of the rural old-age care work. Its healthy development can ensure the stability of the elderly's life and promote family harmony.To resolve the adverse effects of population aging and promote social harmony and stability.In the study, this paper follows the combination of theoretical research and field research methods, such as literature, questionnaire, interviews, Xiangyin County rural pension institutions are investigated and analyzed.This paper is divided into seven parts.The first chapter is the introduction, including the research background, purpose and significance, domestic and foreign research status, research ideas and methods.The second chapter is an overview of the related concepts and theoretical basis in the article.The third chapter summarizes the current situation of the development of rural pension institutions in Xiangyin County, and then analyzes the problems and difficulties in the development of the fourth chapter.Based on the experience of the successful construction of rural old-age care institutions in China mentioned in Chapter 5 and the actual situation of Xiangyin County, the author puts forward the guiding countermeasures to perfect the rural old-age care institutions in Xiangyin County in the sixth chapter.For the better development of rural pension institutions put forward practical suggestions.Chapter seven is the conclusion and prospect.Through summing up the full text, and then pointing out the direction of follow-up research.The aim is to promote the rational solution of the problems of rural old-age institutions in Xiangyin County, to effectively promote the construction and healthy development of rural pension institutions, and to improve the satisfaction of the elderly.Increase the occupancy rate of rural old-age institutions and improve the quality of life of the elderly in rural areas and in society as a whole.In this paper, because of the limited time and energy, the small number of research objects and samples, the limited data collected and collated, there are many deficiencies in the analysis process, for example, the theory of analysis is not comprehensive enough.The analysis problem is not deep enough, the data data is not complete, this also causes the conclusion possibly to have some deviation, in the future research will select more research object and the sample quantity, hoped each teacher to put forward the valuable opinion!
