如东县社区养老服务体系优化研究

【摘要】：所谓养老,就是满足老年人基本生活需要,保障其正常生存,让老年人回归社会,并得到社会的尊重,从整个国家治理体系看,养老就是要充分考虑老年人需求的基本生活和安全感受。社区是基层村民或居民的自治组织,也是落实各级政府的社会管理基础平台,设有各种层次的职能管理和服务机构,管理社区各种事务,服务社区所有成员。在社区这个层面,老年人日常所需要的饮食起居、医疗救护、娱乐消费、文化教育等,总能够得到综合反映与体现。当前社会老龄化发展态势已趋于严峻,养老服务发展存在不平衡、不协调、不可持续等诸多问题,养老政策制度存在缺陷,养老基础设施缺少投入,再加上专业养老服务人才紧缺,传统的养老服务已难以满足老年人的需求。因此,必须加快转变养老服务的发展方式,推进社会养老服务结构性调整,进一步优化社区养老服务体系建设。本文选择从社区养老服务角度入手,对国内外养老模式特点、养老文献进行研究,分析社区养老服务体系现代化建立的必要性,并结合对老龄化程度较高的如东县,提出推进社区养老服务体系智能化的措施与建议,探导如何加强社区养老服务体系后评估工作,以不断满足老年人的生活需要、增加老年人的社会安全感与生活获得感。在我国,“未富先老”情况严重,如何养老问题必须面临,探索建立和优化适合中国国情的社区养老体系,具有十分重要的现实意义。
[Abstract]:The so-called old-age care is to meet the basic needs of the elderly, to ensure their normal survival, to let the elderly return to society and to be respected by the society, from the point of view of the entire national governance system.Pension is to fully consider the needs of the elderly basic life and security feelings.Community is an autonomous organization of villagers or residents at the grass-roots level, and it is also the basic platform for implementing social management at all levels of government. There are various levels of functional management and service institutions to manage various affairs of the community and serve all members of the community.At the community level, the daily needs of the elderly, such as food and drink, medical care, entertainment consumption, cultural education and so on, can always be comprehensively reflected and reflected.At present, the development of aging society has become more and more serious, and there are many problems in the development of old-age services, such as imbalance, uncoordination, unsustainable, and so on. The pension policy system is flawed, and the infrastructure for the aged is short of investment.Coupled with the shortage of professional pension service personnel, the traditional pension service has been difficult to meet the needs of the elderly.Therefore, we must speed up the transformation of the mode of development of pension services, promote the structural adjustment of social pension services, and further optimize the construction of community pension service system.In this paper, from the perspective of community pension service, the characteristics of the pension model at home and abroad, the endowment literature are studied, and the necessity of the modernization of community pension service system is analyzed, and combined with the aging of Rudong County, which has a higher degree of aging.This paper puts forward some measures and suggestions to promote the intellectualization of community old-age service system and explores how to strengthen the post-evaluation work of community old-age service system in order to continuously meet the needs of the elderly and increase their sense of social security and life acquisition.In our country, the situation of "getting old before getting rich" is serious. How to support the aged must be faced with. It is of great practical significance to explore the establishment and optimization of the community pension system suitable for China's national conditions.
